The Welfare Association for the Development of Afghanistan (WADAN), in partnership with WHO, is implementing a health project in Helmand province to enhance primary healthcare, immunization, reproductive health, and emergency response services.
The Admin/Finance Officer will be responsible for financial management, budgeting, procurement, and administrative support to ensure smooth project operations, compliance with WHO and WADAN financial guidelines, and effective resource utilization.
Key Responsibilities:
Financial Management & Budgeting
- Oversee the financial operations of the project, ensuring proper management of funds.
- Maintain accurate financial records, ledgers, and reports in compliance with WHO and WADAN policies.
- Prepare monthly financial reports and submit them to the Finance Manager and WHO.
- Monitor project expenditures, reconcile accounts, and ensure budget alignment.
- Process payments, payroll, and staff per diems in a timely manner.
Procurement & Logistics
- Ensure transparent procurement of goods and services in line with WHO and WADAN guidelines.
- Maintain vendor records and contracts for audit and compliance purposes.
- Oversee inventory management of office supplies, medical equipment, and field logistics.
- Verify purchase requests, quotations, and invoices before processing payments.
Administrative Support
- Manage project documentation, correspondence, and filing systems.
- Ensure compliance with HR policies, staff attendance, and leave records.
- Support the organization of meetings, trainings, and workshops.
- Coordinate travel arrangements, accommodation, and logistics for project staff.
Compliance & Reporting
- Ensure all financial transactions comply with WHO, WADAN, and donor requirements.
- Maintain proper audit trails, receipts, and supporting documents for all expenditures.
- Assist in the preparation of financial statements, donor reports, and audits.
- Conduct regular internal checks to identify and rectify financial discrepancies.
Risk Management & Problem-Solving
- Identify and resolve financial and administrative issues in a timely manner.
- Implement cost control measures to enhance financial efficiency.
- Report any fraud, misuse of funds, or financial risks to management.
Safeguarding, PSEA, and Compliance
- Ensure integration and implementation of Protection from Sexual Exploitation and
- Abuse (PSEA), Child Safeguarding, and Accountability to Affected Populations (AAP) principles across all project activities.
- Ensure staff and partners adhere to organizational policies, WHO requirements, and codes of conduct.
- Report and address safeguarding concerns in line with established procedures.
