About Concern Worldwide- Afghanistan:

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long-term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene. 

Job Descriptions:

Main duty and Responsibilities:

Engineering Design:

  • Prepare water supply network project design/ BoQ, technical feasibility, and supervise implementation of AHF WASH project engineering activities at the affected community level.
  • Conduct technical surveys for water supply networks and other WASH engineering activities.
  • Assist in developing construction and repair water supply network plans.
  • Support the development of milestones based on specific water supply network needs, including damaged water supply network repair and construction.

Implementation Supervision and Technical Support:

  • Provide technical supervision and ensure that engineering works are carried out to the highest standard and in accordance with the approved project design, budget and timeframe.
  • Check the quality of materials used for construction and immediately report to the Engineering Officer any supplies and materials that are not in accordance with agreed specifications.
  • Ensure stock and records (in/out/stock) on project sites.
  • Check and record attendance of skilled and unskilled labor and prepare their timesheets accordingly.
  • Assist community projects (Construction) and advise skilled labor and community for any engineering activities.
  • Utilize WASH engineering standard tools and technical guidelines.
  • Ensure that the engineering activities adhere to WASH cluster, Sphere, and Concern’s own standards, policies, procedures, and technical manuals and specifications.
  • Ensure no child labor occurs within the project.

Team Management:

  • Provide supervision, guidance, development, and technical support to the Engineering Supervisors.
  • Ensure Engineering Supervisors provide professional supervision and guidance for contractors and communities.

Coordination:

  • Track physical progress of engineering activities and report to the Engineering Officer on a regular basis.
  • Assist in any monitoring and evaluation activities as required.
  • Any other related duties assigned by the line manager.
  • Provide full support in relation to emergencies when occurring in any area where Concern may respond.

Core Humanitarian Standards (CHS) and Emergency:

  • The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
  • To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.
Job Requirements:

Qualifications & Experience:

  • Diploma/degree in water supply engineering, civil engineering, Hydraulic engineering from reputable University.
  • At least 2 years’ experience delivering WASH engineering related to national or international NGOs
  • Experience working with NGO in development and/or humanitarian responses in the areas of health.

Communication:

  • Facilitation skills.
  • Engineering Skill preferred the water supply network design, water Gem, Water CAD and EPA net and Drawing software have experiences.
  • Community organizing skills.
  • Computer skills preferred (MS Word, Excel, Outlook and Power Point).
  • Dari and English speaking and writing ability.
  • Possess good interpersonal, communication, organizational skills
  • Ability to work with community members and spend at least 90% of time in the community
