About Concern Worldwide- Afghanistan:

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long-term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene. 

Job Descriptions:

Main duty and Responsibilities:

Implementation Supervision and Technical Support:

  • Lead the implementation of the CLTS approach in all target areas.
  • Prepare WASH planning, design DIP and manage the CLTS team across all target locations.
  • Ensure proper and smooth implementation of project implementation considering the project activity indicators.
  • Provide technical support and supervision to all the team working in the area and ensure that committed plans are carried out to the highest standard and in accordance with the approved project design, budget and timeframe.
  • Develop appropriate IEC materials and generate a database of all these items.
  • Develop a strategy in identifying and strengthening capacity of male and female Hygiene champions.
  • Lead in the formation of WASH committees and enable them to conduct hygiene, water and sanitation education activities at the community level.
  • Organize door-to-door public education campaigns in collaboration with Hygiene champions.
  • Assist Community Mobilisers to develop operational work plans for CLTC and FHAG to conduct public education campaigns and repair and maintenance of water supply systems.
  • Support the CLTC and FHAG in conducting hygiene and sanitation trainings among CDC members, community elders, CBOs, and women’s groups.
  • Provide technical support for CLTC and FHAG and build their capacity in conducting meetings, decision-making, conflict resolution and coaching activities.

Team Management:

  • Effectively manage a team of WASH Community Mobilisers, including development and review of job objectives, performance management, monthly and weekly action planning.

Coordination:

  • Support the engineering team in the implementation of all WASH components, mainly water supply networks, construction and repairs.
  • Attend coordination meetings with WASH cluster teams and government related departments on the district and province if and as required. 
  • Report regularly to the Programme Manager on project issues as well as sharing progression reports.
  • Any other tasks assigned by the line manager.
  • Provide full support in relation to emergencies when occurring in any area where Concern may respond.

Core Humanitarian Standards (CHS) and Emergency:

  • The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
  • To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.
Job Requirements:

Qualifications & Experience:

  • Diploma/degree in water supply engineering, civil engineering, MD Health university or any related bachelors with related CLTS experience.
  • At least 5 years’ experience delivering WASH or CLTS component with national or international NGOs.
  • Experience working with NGO in development and/or humanitarian responses in the areas of health.

Communication:

  • Develop and submit accurate monthly work plans and reports to Program Coordinator/ PC.
  • Oral and written communication in Dari and other local languages.
  • Strong documentation skills.
  • Experience using digital devices such as computer and DDG.
  • Dari and English speaking and writing ability.
  • Possess good interpersonal, communication, organizational skills.
  • Ability to work with community members and spend at least 50% of time in the community.
