Communication:

Job Descriptions:

Main duty and Responsibilities:

Engineering Design:

  • Review and lead preparation of the water supply network designs and BoQs, technical feasibility, and supervision of the implementation of AHF WASH project engineering activities at the community level.
  • Lead the technical survey for water supply networks and WASH engineering activities.
  • Lead development of the construction and repair water supply network plan.
  • Develop milestones based on specific water supply network needs, including damaged water supply network repair and construction.
  • Ensure the quality of designs, BoQs and plans are reviewed by the Programme Engineer before starting implementation in communities or commencing procurement activities. 

Implementation Supervision and Technical Support:

  • Provide technical support to the procurement process for contracted activities.
  • Check the quality of materials used for construction and immediately report to the Line Manager and Programme Engineer any supplies and materials that are not in accordance with agreed specifications.
  • Lead and provide technical support/instruction to the water supply network construction and repairs.
  • Provide technical supervision to ensure that engineering works are carried out to the highest standard and in accordance with the approved project design, budget and timeframe.
  • Approve and check attendance of skilled and unskilled labour of engineering activities and report to Programme Manager on a regular basis.
  • Utilize WASH engineering standard tools and technical guidelines.
  • Ensure that the engineering activities adhere to WASH cluster, Sphere, and Concern’s own standards, policies, procedures, and technical manuals and specifications.
  • Ensure no child labor occurs within the project.

Team Management:

  • Provide supervision, guidance, development, and technical support to the Construction Support Officers.
  • Ensure Construction Support Officers and Engineering Supervisors provide professional supervision and guidance for contractors and communities.

Coordination:

  • Attend coordination meetings with WASH cluster teams and government related departments on the district and province as required by the line manager.
  • Report regularly to the WASH Programme Manager on project issues as well as progression of activities.
  • Work closely with the Programme Engineer, including providing regular updates on the progression of activities.
  • Assist in any monitoring and evaluation activities as required.
  • Any other related duties assigned by the project manager or his/her representative.
  • Provide full support in relation to emergencies when occurring in any area where Concern responds.

In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
  • To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.
