About Concern Worldwide- Afghanistan:

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long-term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene. 

Job Descriptions:

Main duty and Responsibilities:

Project Management:

  • Present and clarify project objectives, main activities, targets, and budget lines to project implementing staff.
  • Prepare a detailed implementation plan (DIP) for the entire project period and break down of this plan into annual, quarterly and monthly plans, setting detailed tasks for project staff. Ensure that project plans are aligned with the donor budgets.
  • Liaise with key specialists with Concern Afghanistan and HQ SAL advisors to ensure that project implementation and work plans are technically sound.
  • Ensure equality and inclusion in all phases of the project cycle.
  • Regularly review and update risk registers and ensure appropriate mechanisms are in place to mitigate risks.
  • Ensure that the project complies with contractual obligations to the donor and Concern’s own organizational standards.
  • Ensure the project is implemented to the highest professional standards and successfully achieves its intended outputs, outcomes and impact.
  • Conduct regular field visits to the project locations.
  • Provide technical support and supervision to all the team working in the area, supervision and ensure that committed plans are carried out to the highest standard and in accordance with the approved project design, budget and timeframe.
  • Ensure that the projects are implemented according to Concern’s standard operation procedures, policies, and principles including the P4 – Project Participant Protection Policy and the HAP- Humanitarian Accountability Partnership principles.
  • Lead the implementation of CLTS approach in accordance of Afghanistan MRRD manuals.

M&E and Reporting:

  • Monitor the implementation of activities at community level including quantity and quality checks. Collect data / information from all WASH/MEAL staff and supervise the updating of the MEAL tools and tracking tables.
  • Monitor progress towards achievement of project outputs, outcomes and impacts. Review baseline findings and develop work plans that align to baseline indicators.
  • Ensure the capture of lessons learnt and integration of these into future programming. Participate in regular programme evaluation (process monitoring) and after action and mid-term reviews of the project to discuss learning and adaptive management approaches.
  • Assist in preparing short and clear presentations for regular coordination meetings and prepare detailed written reports as required.
  • Ensure accurate preparation of project documentation.
  • Ensure that project progress, data and monitoring visit reports are shared with the MEAL team and Programme Coordinator including key project stakeholders.

Team Management/Leadership:

  • Provide effective team leadership and management for the project team.
  • Delegate activities and manage the project team to ensure effective implementation of the project activities and achievement of outputs, outcomes and impact.
  • Ensure that the project is implemented according to Concern’s standard operation procedures, policies, and principles including the P4 – Project Participant Protection Policy and the HAP- Humanitarian Accountability Partnership principles.
  • Ensure that all staff understand the National Staff Manual, programme participant’s protection policy (P4), Concern Vision & Mission, Core Values.
  • Ensure that the project has team members that meet technical and implementation needs of the project.
  • Ensure PDRs of all staff are properly prepared on time and submitted to HR department.
  • Identify capacity building needs and professional development opportunities for the project team members.
  • Provide appropriate capacity building and professional development opportunities for the project team members.
  • In coordination with security department, ensure that all project staff are aware of Concern’s security management system, including security guidelines.
  • Assist / participate in the recruitment of programme staff and external consultants.

Finance Management:

  • Prepare the project budget including monthly and quarterly budget forecast.
  • Monitor and track project expenditure against approved budget, ensure that burn-rate is within desired threshold and proactively address overspending or underspending.
  • Prepare project procurement plans and execute them in line with Concern and donor’s logistics and procurement procedures and guidelines. Liaise with the Logistics department, ensure timely delivery and accurate technical inspection of all SR’s delivered.
  • Ensure compliance with Concern’s procurement and finance policies, as well as with donor requirements.

Coordination:

  • Follow up with logistics on the procurement of materials needed to implement the project activities. Check the quality of material purchased and provide support to the procurement process.
  • In collaboration with the Government Liaison Manager and Access and Liaison Team, orient provincial project stakeholders with the key features of the project and its key deliverables and timeline, and develop strategies for working with government line agencies, provincial government and district government to secure required permissions for the implementation of project activities.
  • Maintain strong relationships with various stakeholders at the district, provincial and national level i.e. NGOs working within the district, district development council, local authorities, etc. 
  • Liaise with the provincial departments of MRRD, including facilitating monitoring visits and project reporting.
  • Represent Concern in the national and subnational WASH clusters, including submitting timely reports as required to the WASH cluster.
  • Report regularly to Programme Coordinator on project issues as well as progression of activities.
  • Any other tasks assigned by the line manager.
  • Provide full support in relation to emergencies when occurring in any area where Concern may respond.

Core Humanitarian Standards (CHS) and Emergency:

  • The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
  • o give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.
Job Requirements:

Qualifications & Experience:

  • Diploma/degree in water supply engineering, civil engineering, MD Health university or any related bachelors with related CLTS experience.
  • At least 5 years’ experience delivering WASH or CLTS component with national or international NGOs.
  • Experience working with NGO in development and/or humanitarian responses in the areas of health.

Communication:

  • Develop and submit accurate monthly work plans and reports to Program Coordinator/ PC.
  • Oral and written communication in Dari and other local languages
  • Strong documentation skills
  • Experience using digital devices such as computer and DDG.
  • Dari and English speaking and writing ability.
  • Possess good interpersonal, communication, organizational skills.
  • Ability to work with community members and spend at least 50% of time in the community
