Job Descriptions:

The HMIS Officer is responsible for managing and ensuring the quality, accuracy, and timely reporting of health data from all health facilities in Nangarhar province. This includes overseeing the implementation of standard HMIS tools, entering and analyzing data in DHIS2 and Report Hub, supervising health facilities, and providing technical guidance to staff. The role also involves coordinating HMIS trainings, supporting capacity building, conducting joint supervisions, and generating reports for project management and donors. The HMIS Officer ensures that data-driven decisions support program implementation while maintaining compliance with MHCO policies, MoPH guidelines, and donor requirements.

Duties & Responsibilities:

  1. Technical:
  • To ensure that all HFs are implementing standard HMIS tools and guideline in the whole province HFs.
  • To ensure that the HFs are registered in the MoPH-HMIS department as well as in HeRAMS system and each HFs has HMIS code.
  • Entering data to MoPH - DHIS2 database on monthly basis.
  • Ensure that enough availability of HMIS tools in all service delivery points and proper use of them.
  • To check and ensure the accuracy of HMIS reports received from relevant service delivery points.
  • Recommend/help MEAL/HMIS Coordinator/Manager on HMIS related issues.
  • Perform regular supervision to the provincial hospital and health facilities and provide feedback on HMIS to the relevant cluster.
  • Supervise the HFs and provide feedback to the relevant department for improvement of the targets achievements.
  • Analysis of the HMIS data of the HFs and share the result with cluster health management team, related departments in office, with PH and HFs when require.
  • Entering data to Report Hub/DHIS2 system on monthly basis.
  • To ensure that all the extra tasks rather than HMIS for the amelioration of the program are achieved on time.
  • Conducting of HMIS data use review meeting at cluster level on quarterly base.
  • Regularly arranging joint supervision with other stakeholders in the province in order to provide support other stakeholders.
  1. Management
  • Provide relevant information to the project manager, and technical manager to provide proper report to main office and donor.
  • Planning, implementing and controlling the HMIS activities (targets) according to the logical frame work and proposal.
  • To ensure on time submission of reports to office and MoPH.
  • To identify HMIS tools and other needs of the provincial hospital and HFs on a proper time to ensure that there are no shortages.
  • Visit of health facilities according to the monthly plan
  • Ensure proper record and documentation of HMIS related documents.
  • Attending all necessary meetings, workshop and training asked by management.
  • Provide monthly narrative and other reports as needed and supervision plan.
  • Ensure, update all health workers about the revised PHS and SHC recommendations.

3. Training

  • Ensure that HMIS initial and refresher trainings are provided to the health workers according to the standard HMIS curriculum based on the TNA and proposal plan by coordination of training department.
  • Ensure that all new employees are trained before starting work in the HFs.
  • Facilitate training for CHMT and other relevant staff as needed.
  • Provide regular on the job training to relevant staff.
  • Coordinate training with training unit and keep record of related training.

Job Requirements:
  • Graduated from recognized Medical faculty/ Midlevel medical education
  • Must have 3-4 Years’ Experience in data management and analysis.
  • Good command of English, Fluent in Dari and Pashto both verbally and written.
  • Computing skills (Ms Office: word and excel, internet) is essential
  • Have received training of HMIS, DHIS2 and Report Hub.
  • Team player, capacity builder, flexible in working hours.
  • Honest and trustworthy
  • Having reporting skills
  • Able to work under pressure and meet the deadlines
