The Civil Engineer (Program Officer) will be responsible for providing technical oversight, ensuring quality assurance, and providing program support for the implementation of all AHF-funded Shelter, Infrastructure, and WASH projects. Based in Kabul, the postholder will support the Sr. Program Officer WASH/Shelter in coordinating with Shelter and WASH Clusters, procurement, and field teams to ensure that activities are implemented on time, within budget, and according to standards. The role includes frequent site visits, technical data collection, sample/material checks, and quality monitoring to ensure compliance with Afghan Building Codes, Sphere/Cluster standards, and donor requirements.

The following are the main responsibilities that the role holder will be accountable for:
· Prepare/review technical designs, BOQs, and cost estimates for AHF-funded projects.
· Conduct sample checks of construction materials in coordination with procurement/logistics teams before approval.
· Validate technical specifications and supplier-provided samples against project requirements and standards.
· Ensure that project designs incorporate disaster-resilient and climate-sensitive construction techniques.
· Maintain proper records of all technical drawings, approvals, and variations.
· Actively provide documents for Shelter and WASH Cluster meetings, ensuring IRW’s activities are aligned with cluster standards and avoiding overlaps.
· Share project updates, technical progress, and challenges with top management and relevant stakeholders.
· Provide technical support to procurement teams in preparing tender documents, evaluating bids, and verifying contractor compliance.
· Ensure all procured construction materials meet technical specifications through sample checking and site verification.
· Conduct regular site visits to monitor project progress, quality, and compliance with approved designs.
· Collect and consolidate technical data from project sites, including progress reports, inspection findings, and construction records.
· Supervise field engineers and contractors to ensure work is performed according to specifications.
· Document and report field observations, highlighting risks, gaps, and corrective actions.
· Prepare consolidated weekly and monthly technical reports for submission to the Sr. Program Officer (Shelter & WASH Infrastructure).
· Ensure compliance with AHF donor reporting requirements and IRW’s internal reporting systems.
· Maintain accurate data for M&E purposes, including beneficiary and infrastructure records.
· Represent IRW in technical forums when delegated by the Sr. Program Officer WASH/Shelter.
· Undertake other duties assigned by line management to support project objectives.
