Job Descriptions:

General Responsibilities:

The IT Officer will provide technical support and oversight for all IT-related systems and infrastructure at OPHA HQ and project sites project offices in provincial level, ensuring smooth operation of digital tools, data security, and connectivity essential for the implementation of the HER AF2 project and other OPHA related projects.

Key Responsibilities

1. System Administration & Network Management

  • Maintain and troubleshoot local area networks (LAN), internet connectivity, and server systems.
  • Ensure reliable and secure access to shared drives, email systems, and cloud platforms.
  • Monitor system performance and implement upgrades as needed.

2. Technical Support & Helpdesk

  • Provide first-line support to staff for hardware, software, and connectivity issues.
  • Maintain an IT helpdesk log and ensure timely resolution of issues.
  • Train staff on basic IT tools and cybersecurity practices.

3. Data Security & Backup

  • Implement data protection protocols in line with UNICEF and WB standards.
  • Ensure regular backups of critical project data and maintain recovery systems.
  • Monitor and mitigate cybersecurity risks.

4. Asset Management

  • Maintain inventory of IT equipment and software licenses.
  • Support procurement and installation of new IT assets.
  • Coordinate with logistics and finance teams for asset tracking and reporting.

5. Digital Tools & Project Support

  • Support deployment and maintenance of digital platforms used in HER AF2 (e.g., MIS, mobile data collection apps).
  • Collaborate with M&E and program teams to ensure data systems are functional and secure.
  • Assist in setting up virtual meetings, webinars, and digital collaboration tools.
Job Requirements:
  • Bachelor’s degree in Computer Science, Information Technology, or related field.
  • Minimum 3 -5 years of experience in IT support or systems administration.
  • Experience working with international development organizations preferred.
  • Familiarity with UNICEF/WB data protection and IT compliance standards is an asset.
  • Strong troubleshooting, communication, and documentation skills.
  • Fluency in English and Dari/Pashto.
  • The position requires regular travel to provinces for field visits and providing support to project activities & HFs staff.

This position may involve access to sensitive data and systems. The IT Officer is expected to uphold OPHA’s safeguarding policies and ensure ethical handling of all digital information.

  • Work with honesty and co-operative attitude and keep a high standard of quality.
  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
