Job Descriptions:

Generic Responsibilities:

1. Line management responsibilities for directly reporting staff. This includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction, staff development and Duty of Care.

2. Responsible to provide technical MEL support, guidelines and trainings across the CO, and share knowledge with MEL staff to ensure that they meet NRC’s MEL’s standards and requirements. Also contribute to the induction of new staff with training of NRC MEL processes

3. Responsible to develop the CO monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global MEL framework, policy and strategy.

4. Lead the processes and design of country office and programme level monitoring, evaluation and learning systems, ensuring the learning is integrated, accurate and relevant.

5. Develop CO specific MEL SOPs responding to contextual challenges, according to NRC’s MEL minimum standards ensuring necessary resources.

6. Technical input to programme monitoring, evaluation and learning plans, including methodological guidance and resource planning.

7. Ensuring the roll out and use of global and regional MEL developments at the CO level. Also leading new technical developments to respond to MEL needs in the context.

8. Ensuring learning moments are institutionalised in the CO, with systems in place for analysing and using monitoring and evaluation data and supporting programme and CMG to interpret and use learning for strategic and programme decision making. This includes contributing to the development, learning and adaptation of a multi-year programme strategies.

9. Ensure planning and quality control of all monitoring and evaluation activities throughout the PCM cycle, including technical support for Theory of Change, MEL plans, indicator reference sheets, data quality assessments and evaluation processes.

10. Ensuring systems /processes are in place to ensure high quality reporting in NRC’s Global Output and Outcome Reporting System (GORS). 11. Adherence to NRC policies, and a specific responsibility for the NRC MEL functions policies and procedures.

Specific Responsibilities:

  • Coordinate and facilitate planning and implementation of evaluations at country level in collaboration with senior management and relevant programme staff; help ensure the evaluation plan is achievable and relevant to the programme priorities.
  • Contribute to fundraising through participation in the project proposal development and ensuring M&E requirements including budget are adequately incorporated into project proposals
  • Ensure M&E planning and standardization of tools and SOPs across CCs, field offices, area offices and country offices. Support programmes in rolling out and implementing those tools and procedures;
  • Specifically support all CCs to strengthen the quality of outcome methodologies and approaches
  • Participate in internal project progress review meetings, ensuring that up to date project monitoring data is used during the review;
  • Supervision of the Community Feedback Mechanism (CFM). Ensure the system is regularly reviewed for its relevance and functionality Provides technical advice to programme staff on methods and tools for needs assessments and other types of research.
  • In close collaboration with CCs/senior programme management, develop learning agenda for the CO and action plan to implement the agenda.
  • Any other tasks as delegated by the line managers.

Job Requirements:

Generic professional competencies:

  • At least 3-5 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programmes
  • Advanced degree in economics, research methods, social sciences or a related field
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills;
  • Advanced experience in qualitative and quantitative data analysis and tools
  • Experience within supporting MEL for one of NRC’s core competencies is an asset
  • Knowledge about own leadership skills/profile
  • Fluency in spoken and written English.

Context related skills, knowledge and experience:

  • Knowledge of the context in Afghanistan
  • Knowledge of the local languages

Education:
