Job Descriptions:

General Responsibilities:

The MEAL Manager will lead the design, implementation, and oversight of monitoring, evaluation, accountability, and learning systems for the HER-AF2 BPHS/EPHS and other OPHA related projects. This role ensures that project activities are evidence-based, results-oriented, and responsive to community needs.

Key Responsibilities

Monitoring & Evaluation

  • Develop and implement a robust MEAL framework aligned with project goals and donor requirements.
  • Design tools and methodologies for data collection, analysis, and reporting.
  • Ensure timely and accurate reporting of project indicators and outcomes.
  • Conduct regular field visits to monitor project activities and validate data.

Accountability

  • Establish and manage feedback and complaint mechanisms at community and facility levels.
  • Ensure community engagement and participation in MEAL processes.
  • Promote transparency and responsiveness in project implementation.

Learning

  • Facilitate learning reviews, after-action reviews, and reflection sessions.
  • Document lessons learned and best practices to inform future programming.
  • Support adaptive management by providing evidence-based recommendations.

Capacity Building

  • Train and mentor MEAL staff and project teams on MEAL tools and practices.
  • Build capacity of local partners and stakeholders in data collection and analysis.

Deliverables

  • MEAL framework and tools tailored to BPHS and EPHS components.
  • Monthly, quarterly, and annual MEAL reports.
  • Database of project indicators and performance metrics.
  • Documentation of lessons learned and success stories.
  • Functional accountability system with community feedback reports.
Job Requirements:

Qualifications & Experience

  • MD degree, Master’s degree in Public Health, Social Sciences, Statistics, or related field preferred.
  • Minimum 7 years of experience in MEAL roles within health or humanitarian projects.
  • Strong knowledge of BPHS/EPHS frameworks and Afghan health system.
  • Proficiency in data analysis software (e.g., SPSS, STATA, Excel, Kobo Toolbox).
  • Excellent communication, leadership, and report-writing skills.
  • Fluency in English and Dari/Pashto.

 Working Conditions

  • Based in Kabul with travel to provinces as required.
  • Field visits may include remote and insecure areas.
  • Must adhere to OPHA’s safeguarding and data protection policies
