Position Summary:

We are seeking a highly skilled and experienced Project Manager to lead and oversee the implementation of road construction projects in Uruzgan province. The ideal candidate will be responsible for full project life cycle management—from planning, budgeting, and execution to quality assurance and final delivery. This position requires a results-driven leader with strong field management experience, particularly in challenging environments.

Job Requirements:

Key Responsibilities:

  • Oversee daily project operations and ensure construction activities are executed in accordance with approved plans, specifications, and schedules.
  • Prepare detailed work plans, project budgets, timelines, and progress reports.
  • Ensure all project documentation, permits, and official processes are properly prepared, submitted, and followed up with relevant government entities to facilitate smooth and uninterrupted project execution.
  • Be fully responsible for the entire project lifecycle from kickoff and resource mobilization to execution, monitoring, completion, and formal handover to the client or government bodies.
  • Supervise and coordinate the work of engineers, site supervisors, contractors, and laborers.
  • Ensure adherence to safety protocols, environmental regulations, and quality standards.
  • Coordinate with local authorities, security stakeholders, and community representatives to ensure smooth project execution.
  • Track and report on project milestones, resource use, and cost controls.
  • Identify risks and develop mitigation plans to avoid delays and cost overruns.
  • Review and approve procurement requests, work orders, and material requisitions.
  • Maintain accurate records of all project documentation, including progress reports, inspection logs, and handover records.

Qualifications & Experience:

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field (Master’s preferred).
  • Minimum of 10 years of progressive experience in managing road construction projects in Afghanistan.
  • Proven ability to manage multiple teams and subcontractors under field conditions.
  • Strong understanding of Afghan construction standards, contract management, and technical documentation.
  • Familiarity with government and donor-funded project requirements is a plus.
  • Excellent communication, leadership, and problem-solving skills.
  • Fluency in Pashto and/or Dari; English
