About Ministry of Water and Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

General Scope of the job

Ministry of energy and water (MWE) will have a numerous Canal and Hydraulic Structure Like Washes, Aqueducts, Syphon and Culverts. Canal feasibility studies, several canal detailed design and construction projects in the years (1404). Detail design of canal and review the feasibility studies and canal design reports on a professional and technical manner the MWE is seeking for employments of competent professional hydraulic structure design specialist.

Job description, Responsibilities and Tasks

Design independently spillways, canals, syphons, aqueducts, supper passages, and any other types of hydraulic structures, using software and hand calculation.
Conduct the feasibility study of hydraulic structures as part of the canal projects.
Check and review the feasibility study reports of hydraulic structures with in the specified time frame and issue comments if any.
Check and review the detailed design packages of hydraulic structure like spillways, canals, syphons, aqueducts, supper passages and retaining walls.
Preparation of the BOQs and cost estimation of hydraulic structures.
Preparation of the design drawings for hydraulic structures.
Check and review the technical specification of the project.
Attending the meetings with MWE and meetings with contractors and others.
Preparation of the monthly activity reports.
Preparation of the TORS for hydraulic structures.
Preparation of the technical specification for hydraulic structures.
Conduct capacity building training (Knowledge transfer) for the official employee through on job training and work shop
Any other task assigned by the related supervisor.

Job Requirements:

The candidate shall be at least Master degree in Hydraulics with a minimum of five years of experience in design of hydraulic Structures or bachelor degree in hydraulics /civil with a minimum of 7 years of experience in hydraulic Structures having the following qualifications, skills and experience:

Expert in design of all kind of hydraulic structures which includes but not limited to canals, Siphons aqueducts, supper passages, water and power tunnels, spillways, stilling basins and head works.
Fully expert and familiar with standards of USBR, ASCE 7-10, ASTM, ACI, and USACE international Codes.
Fully expert in Software of Geo studio, Hydraulic structures finite element analysis, SAP2000, Micro-soft office and internet.
Speaking fluently in English, along with good writing and reading skills of English.
The candidate shall attach a copy of his higher degree to his application.
The candidate shall attach copies of his contracts as evidence document to prove his experience along with complete address of his direct supervisor.
