Health Care and Social Development ORG-HSDO is an Afghan a Non-Political, Non-Governmental and Non-Profit organization, established to extend developmental and humanitarian assistance to the urban and rural communities of Afghanistan through implementing various projects in several provinces of Afghanistan. It has been registered in 2008 with the Ministry of Economy (MOEc) of the Government Islamic Republic of Afghanistan (GIROA) with Reg # 1239. It is also registered with Ministry of Public Health (Reg. # 1096) and in listed member with Agency Coordination Body for Relief and Development (ACBAR). Job Descriptions:
  • Oversee the full recruitment lifecycle, including job advertising, CV screening, candidate shortlisting, testing, interviewing, selection, and seamless onboarding of new employees.
  • Collaborate with department heads to accurately assess staffing requirements and develop comprehensive job descriptions.
  • Prepare, issue, and manage employment contracts, guarantee letters, and conduct thorough reference and background checks to ensure candidate suitability.
  • Maintain up-to-date, precise job descriptions for all positions to reflect evolving organizational needs.
  • Design and deliver comprehensive orientation programs to effectively integrate new hires into the organization.
  • Maintain an organized recruitment tracker and produce detailed monthly staffing reports to inform management decisions.
  • Draft, review, and administer employment contracts, including amendments and extensions, ensuring compliance and clarity.
  • Proactively monitor employee contract durations, managing renewals or terminations in a timely manner to maintain workforce stability.
  • Ensure meticulous maintenance of employee personnel files, both digital and physical, safeguarding confidentiality and accuracy.
  • Guarantee all HR policies, contracts, and procedures comply fully with Afghan labor laws minimizing legal risks.
  • Coordinate employment verifications, promotions, transfers, and terminations in close partnership with management to support organizational growth and compliance.
  • Develop and implement robust performance management systems, facilitating regular appraisals, probation evaluations, and personalized development plans.
  • Identify training needs and coordinate internal and external capacity-building initiatives to enhance staff skills and performance.
  • Cultivate a performance-oriented culture through clear goal setting, continuous feedback, and recognition.
  • Ensure consistent, transparent, and equitable application of HR policies across all organizational units.
  • Manage staff complaints, disputes, and grievances with professionalism, confidentiality, and prompt resolution.
  • Lead disciplinary investigations and recommend appropriate corrective actions in accordance with organizational policies.
  • Oversee exit interviews and ensure smooth offboarding processes that support organizational learning and positive employee relations.
  • Promote initiatives that foster a positive, respectful, and safe work environment conducive to employee well-being.
  • Maintain a robust HR Information Management System (HRMIS) to accurately track employee data including leave, attendance, and overtime.
  • Generate comprehensive HR reports for internal leadership and donors, including staffing metrics and organizational charts.
  • Ensure secure storage and backup of all HR records, maintaining data integrity and confidentiality.
  • Represent the HR function in cross-departmental meetings, facilitating collaboration to meet organizational objectives.
  • Supervise and mentor HR team members, ensuring clear delegation, accountability, and professional development.
  • Conduct field visits to project sites to ensure HR compliance and support capacity-building efforts on the ground.
  • Engage actively in organizational development, strategic planning, and compliance initiatives to drive continuous improvement.
Job Requirements:

Education: 

  • Bachelors degree (Master Preferred) in Human Resources Management, Business Administration or equivalent, from a recognized institution.
  • Excellent command of spoken and written English and local languages.

Experience:

  • At least 6 years of experience in an HR managerial position within NGO/INGO in the humanitarian and BPHS/EPHS Projects.
  • Professional profile and experience within recruitment, maintenance of staff contracts & database, HR related policies and Learning & Development.
  • Experience with systematic employee and beneficiary safeguarding, child protection, and protection against sexual exploitation and abuse.
  • Strong past records on strategic HR management, including setting and implementing strategic HR plans and designing and implementing reforms.

 Other:                         

  • Strong interpersonal and communication skills.
  •  Computer skills: MS Office, MS Outlook, Teams.
