About INTERSOS:

Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.

 

In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.

INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.

 

While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.

Job Descriptions:

To lead and manage the health/nutrition team and contribute to a reduced maternal and children morbidity and mortality associated with malnutrition, vaccine preventable, communicable, common childhood illnesses, reproductive health, and hazards resulting from deficient (or non-existing) health and nutrition services, environmental health conditions and protection environment in conflict-affected communities.

 

The Medical Doctor / Team Leader is responsible for coordinating the successful implementation of the health and nutrition activities in the health center, providing advice, supervision, and management support to health facility staff, and ensuring quality health and nutrition services are in place, with effective use of data, on-time data recording, reporting mechanisms and the smooth implementation of the activities.

 

 

Duties and Responsibilities:

  • Under the supervision of the Medical Activity Manager and the technical guidance of the Medical Technical Unit, to lead the establishment and running of the Health Facility.
  • Clinical examination of all patients with signs of complicated pathologies or presenting complications or referrals from the nurse.
  • Prescribe routine and basic treatments according to the protocol used in respecting the drug dosage based on the weight of the patient.
  • Follow-up of the severe and complicated cases.
  • Adapt and change medical treatment as required.
  • Ensure health facility and community health posts are functional, open on official days, and provide health and nutrition services to the clients.
  • Manage and coordinate the activities of the Health Team, fostering teamwork and encouraging regular dialogue through meetings to discuss general activities and challenges.
  • Ensure the presence of health facility staff and CHWs in the relevant clinic and health posts during official working days.
  • He/She should be part of the health facility staff, and must be available in the health facility during official days, except when assigned for any official work from supervisor/management.
  • Ensure health shura is established in the health facility, must be part of shura monthly meetings and share main points with management if required actions.
  • He/She should establish strong two-way relations with influential community leaders, through regular meetings, reach their health needs and explain the level of health nutrition services available in the health facility and health posts.
  • Participate in health and nutrition relevant trainings and workshops, when needed.
  • Regularly supervise health and nutrition daily activities in the health facility.
  • Attend all relevant meetings/workshops requested by supervisor.
  • Regularly work with pharmacy, prepare drug consumption reports, drug requests and reports, and submit to pharmacist on time.
  • Must ensure drug supply at the health facility, strictly follow up and monitor consumption and rational use to avoid stock out.
  • Ensure all HMIS tools are available, used properly, data are properly recorded at different health units.
  • Ensure all reports are regularly collected, verified, checked for completeness and accuracy, and timely submitted to HMIS officer and relevant managers.
  • Promptly notify the MAM upon detection of a Notifiable disease or suspected outbreak in your area of operation.
  • Provide regularly relevant progress reports to the Manager, providing daily/weekly updates on the activities at the center and highlighting challenges and solutions.
  • Ensure adherence of the health facility activities to INTERSOS and donor's administrative rules and regulations (including confidentiality);
  • Represent INTERSOS when required by medical unit, Head of Base at meetings with stakeholders, authorities, BPHS/EPHS implementer, NGOs and sharing information and providing feedback when requested.
  • Ensure quality and on-time submission of HMIS reports to the provincial management team.
  • Perform any other task not here listed and necessary for the implementation of the project activities or the mission program as requested by the health manager, medical activity manager, Protection Activity Manager, Project Manager, and HMIS Officer
Job Requirements:
  • University degree MD.
  • Minimum 3 years of professional experience in the health sector (i.e., as health supervisor, doctor).
  • professional experience in humanitarian sector, preferably with local or international NGOs is an advantage
  • Strong understanding of the Afghanistan crisis.
  • Previous experience in staff management and administration
  • Availability to be based for the full week (Saturday to Thursday) in the center location (Zema, Dinar Kheil health facilities of Kabul Province if asked/required) to ensure the smooth implementation of activities
  • Strong organizational, reporting, communication, and interpersonal skills
  • Stress-resilient, able to cope with deadlines and complex problems
  • Ability to work independently and with minimum supervision
  • Good writing skills and computer literacy
  • Fluency in Pashto and Dari, and working knowledge of English (spoken and written), is mandatory

 

Desirable

  • Previous experience in the management/coordination of community centers
  • Previous experience in working in humanitarian emergency projects
