Scope of work:
Afghanistan Social and Legal Organization (ASLO) is registered with the Ministry of Economy of Afghanistan. The organization was informally established in 2012 and was officially registered with the ministry of economy of the Islamic Republic of Afghanistan in 2013. Registration number (2852) was awarded to ASLO through the NGOs Department of the Ministry of Economy, Kabul, Afghanistan.
ASLO has an extensive and a good track record in implementation of educational support programs funded by donors in Logar province. ASLO in cooperation will implement education Global Partnership for Education (GPE) in 5 locations of Logar province, namely, Kharwar, Barak-i-Barak, Khosho, Pule Alam, and Mohammad Agha districts of Logar province. This position is responsible for monitoring, evaluation, MIS and data management in Community Based Education (CBE) in Logar districts.
The Monitoring & Evaluation Officer will report directly to the Provincial Project Manager. S/He will ensure a high level of program quality through performance monitoring, evaluation, and reporting, and provide leadership and coordination in the development, dissemination, and promotion of strategies, standards, and tools. The Monitoring & Evaluation Officer is also responsible for MIS data management, and using approved methodologies and tools to design evaluations, and generating constructive reports to better manage the projects and contribute to the decision-making.
Responsibilities:
- Develop a comprehensive monitoring plan for the project implementation activities.
- Facilitate the design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans during the design phase of the projects.
- Identify and introduce new elements (systems, tools, processes) required under the MEAL system and project activities.
- Ensure the alignment of M&E activities with program goals.
- Conduct field visits to all Community Based Education (CBE) project locations.
- Monitors CBE project progress against the project work plan.
- Presents comprehensive and detailed monitoring report to Provincial Project Manager as well as education program management at end of each monitoring visit.
- Manage and update the Management Information System (MIS) of the project.
- Enter data and information received from the community mobilisers and master trainers.
- Provide weekly reports and monthly reports to the Provincial Project Manager for decision making.
- Supervise the M&E Assistants and retain close relationship with all the related stakeholders based on close coordination and communication with the Provincial project Manager.
- Conduct any other job-related duties as assigned by the Provincial Project Manager.
