Objectives of the Position

The Monitoring and Evaluation Officer will be responsible for planning, implementing, and managing the monitoring and evaluation systems for the organization's programs/projects. The role involves ensuring that project activities are monitored effectively, progress is tracked, and the impacts of interventions are evaluated. This position contributes to improving program quality, accountability, and learning.

Scope of Work

The Monitoring and Evaluation (M&E) Officer is responsible for designing, implementing, and managing the M&E systems for the organization’s projects, ensuring effective tracking of program activities, outputs, and outcomes. This includes developing M&E frameworks, setting up data collection tools, conducting regular field visits, and ensuring accurate reporting of program progress. The M&E Officer will also conduct evaluations to assess the impact and effectiveness of programs, analyze data to inform decision-making, and provide capacity-building support to program staff and stakeholders. Additionally, the officer will contribute to program improvement by ensuring that lessons learned are integrated into ongoing and future interventions, and that findings are shared with relevant stakeholders for accountability and transparency.

Key Responsibilities:

The Monitoring and Evaluation Officer will be responsible for:

  1. Develop and maintain a robust M&E framework for tracking project performance and outcomes.
  2. Design and implement a monitoring system to ensure project activities are delivered on time and within scope.
  3. Develop and manage data collection tools (surveys, interviews, focus groups, etc.) to monitor program progress and quality.
  4. Conduct regular field visits to monitor project implementation, identify gaps, and ensure the quality of data collected.
  5. Track key performance indicators (KPIs) and ensure data is collected in a timely and accurate manner.
  6. Work closely with program staff to ensure they understand M&E requirements and facilitate the regular collection and reporting of data.
  7. Conduct regular evaluations (mid-term, end-of-project, and special evaluations) to assess the effectiveness, efficiency, and sustainability of the program.
  8. Design evaluation methodologies, including qualitative and quantitative methods, to assess project impact and outcomes.
  9. Provide analytical reports based on evaluations, highlighting findings, lessons learned, and recommendations for program improvement.
  10. Assist in the development of baselines and end-line surveys to assess program impacts and outcomes.
  11. Ensure the timely and accurate reporting of program data to stakeholders (internal and external).
  12. Prepare and submit periodic M&E reports as required by donors, management, and other stakeholders.
  13. Maintain a database of all M&E activities, reports, and documents to ensure proper record-keeping.
  14. Ensure the use of data for evidence-based decision-making and adaptive management.
  15. Provide training and capacity-building support to staff and stakeholders on M&E processes and data collection methods.
  16. Conduct workshops and trainings to strengthen understanding of M&E systems and tools among program teams and partners.
  17. Facilitate regular learning sessions and feedback loops based on M&E findings to promote adaptive management.
  18. Support knowledge-sharing and ensure M&E findings are integrated into program design and implementation.
  19. M&E framework, including indicators and tools for each project.
  20. Regular M&E reports (monthly, quarterly, annual) summarizing program progress and challenges.
  21. Baseline, mid-term, and end-of-project evaluation reports.
  22. Data analysis and interpretation reports.
Job Requirements:

Required Qualifications and Experience

  • Education: A Bachelor’s or Master’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, or a related field.
  • Experience:
    • Minimum of 5 years of professional experience in M&E, preferably in an NGO or development context.
    • Proven experience in designing and implementing M&E systems for complex programs.
    • Experience in data collection, analysis, and report writing.
  • Skills:
    • Strong understanding of M&E methodologies, both qualitative and quantitative.
    • Excellent analytical, reporting, and presentation skills.
    • Proficiency in M&E software (e.g., SPSS, Excel, or other data management tools).
    • Ability to work independently and as part of a team.
    • Strong attention to detail, organization, and time management skills.
