SCOPE OF WORK:


Under the direction of the Engineering Project Manager, the QC & QA Engineer will perform professional civil engineering tasks, including supervision, design, planning, review, and inspection of regional engineering projects. The role involves conducting technical and feasibility studies, making recommendations, and acting as the Deputy Engineering Manager as needed.

RESPONSIBILITIES:

Supervisory Tasks:

  • Analyze engineering activity capabilities and develop prepared routings.
  • Provide technical oversight and coordination of project engineering work, monitoring progress against the budget and work plan.
  • Document all engineering activities in standard formats for Building and WASH Projects, visiting the field as needed to support staff and ensure timely project completion.

Technical Tasks:

  • Assist the Engineering Team in identifying project needs, preparing BoQs, drawings, and cost estimates.
  • Verify that supplied materials meet project criteria.
  • Analyze baseline study data and develop technical designs with specifications.
  • Assess local construction material costs and estimate project expenses.
  • Supervise engineering work for sidewalks, water and sewage facilities, drainage structures, and other public works.
  • Help develop goals, objectives, and policies.
  • Submit monthly/weekly progress reports on all engineering projects to the General Engineering Manager.
  • Assist in budget preparation and administration.
  • Conduct technical research and resolve complex engineering issues.
  • Discuss project progress, delays, and unplanned work with the General Engineering Manager.
  • Regularly visit engineering projects during implementation to guide contractors and laborers.
  • Monitor budget compliance and provide feedback to the Engineering Manager.
  • Perform other assigned duties.

Financial Tasks:

  • Assist the Engineering Project Manager with budget preparation, implementation, and compliance with financial regulations.
  • Support the Engineering Project Manager in processing contractor payments.

Training Tasks:

  • Provide technical support to engineering staff.
  • Offer on-the-job training for field staff and laborers.

Inter-Organizational Relations Tasks:

  • Coordinate engineering sector activities within the project office and with donors at the provincial level.
  • Actively participate in male programs supported by ASLO.
  • Engage in relevant regional and provincial coordination meetings and provide feedback to the engineering manager.

External Relations Tasks:

  • Maintain communication with UN agencies, NGOs, and local authorities.
  • Ensure good coordination with donors at the provincial level.
  • Provide updates on project activities and status at the provincial level.
  • Facilitate community participation with local authorities and related programs.

Miscellaneous Tasks:

  • Inspect the quality of construction materials purchased at the provincial level and assist with regional supply.
  • Contribute to the successful development and reputation of ASLO.
  • Perform any other duties assigned by the Engineering Project Manager.

AUTHORITIES:

Personnel:

  • Recommend personnel actions, including recruitment, dismissals, disciplinary actions, promotions, demotions, and transfers within the Engineering Unit.

Finance:

  • Assist finance colleagues in timely processing of contractor payments.
  • Prepare payment installments based on completed work at the project site.
Job Requirements:

Qualifications:

  • BSc or MSc degree from a recognized institution.
  • 5 years of relevant experience in civil engineering, design, and public works construction, preferably with an NGO or UN organization.
  • Proficiency in Dari, Pashto, and English, with strong interpersonal and communication skills.
  • Computer skills at the operator level, particularly in MS Office and CAD.
  • Strong supervisory, leadership, analytical, and troubleshooting abilities.
  • Proficiency in operating drafting, surveying equipment, and water test kits.
  • Familiarity with planning, budgeting, and report writing.
  • Willingness to work and travel within Afghanistan.
