Purpose:
The Project Manager is responsible for overseeing the development and implementation of all engineering activities under the general direction of the Head of ASLO. This role involves managing engineering project works, budgets, and ensuring compliance with ASLO’s rules and national engineering codes. The Project Manager will coordinate engineering activities across provincial teams, provide technical support, and ensure professional planning and budgeting for engineering interventions.
Scope of Work:
- Supervise and coordinate all engineering activities and interventions.
- Ensure that all engineering interventions comply with ASLO’s regulations and applicable national codes and standards.
- Guide the engineering team in Kabul and at provincial levels to assure quality assurance and quality control of engineering activities.
- Compile engineering reports and assist in the preparation of reports for management and donors.
- Provide technical inputs for developing proposals for engineering interventions.
- Assist the Head of ASLO in developing strategic directions, policies, and manuals.
Duties & Responsibilities:
General Responsibilities:
- Act according to ASLO policies and regulations.
- Stay updated on issues related to ASLO and its operational environment.
- Provide technical oversight and coordination of engineering work through project coordination meetings.
- Perform other duties as delegated by the Head of ASLO.
Supervisory Tasks:
- Supervise all engineering projects and train subordinates for effective supervision.
- Guide the implementation of engineering activities in accordance with policy, strategy, work plans, and budgets.
- Conduct field supervision of engineering projects (15-20% of time).
- Participate in recruitment, task prioritization, and performance reviews of engineering staff.
Technical Tasks:
- Conduct construction inspections and review engineering proposals.
- Assign qualified personnel for all engineering projects.
- Review inspection reports and assist in resolving field construction problems.
- Facilitate community participation in projects.
- Prepare and submit progress reports on engineering projects to the Head of ASLO.
- Develop work plans and budgets, ensuring budget follow-up.
Financial Tasks:
- Prepare project budgets and ensure compliance with financial regulations.
- Approve and attest to expenses related to engineering projects.
- Ensure procurement and bidding procedures adhere to ASLO's approved manuals.
Training Tasks:
- Supervise, train, and evaluate engineering staff.
- Provide technical assistance and collaborate with other departments on engineering functions.
Inter-Organizational Relations:
- Promote gender equality and non-discrimination.
- Participate in workshops, seminars, and conferences organized by ASLO management.
- Foster good coordination between engineering projects and other ASLO departments.
External Relations:
- Maintain cooperative relationships with national and provincial authorities, UN agencies, NGOs, and stakeholders.
- Ensure community understanding and acceptance of engineering projects.
Miscellaneous Tasks:
- Contribute to the successful development and reputation of ASLO.
- Perform any other duties assigned by the Head of ASLO.

- Responsible for the identification, recruitment, dismissal, and disciplinary actions of personnel within the Engineering Project, in close coordination with the Head of ASLO.
Finance:
- Authority according to financial regulations of ASLO.
Procurement & Purchase:
- Authority according to rules, regulations, work plans, and budgets policies of ASLO.
