About Afg-Chin:

Afg-Chin Oil and Gas Ltd is a company that collaborates with the Ministry of Mine and Petroleum of Afghanistan. They are involved in oilfield exploration, development, production, and surface engineering construction in Afghanistan. The company operates under an Exploration and Production Sharing Contract (EPSC) signed in January 2023

Job Descriptions:

As the Deputy Manager of Development Department, is responsible for the dynamic analysis of oil and gas geology at the oil field site, the research and optimization of oil field development plans and oil field development real-time adjustment plans, the analysis of production test data, the evaluation and improvement of oil and gas field production capacity, and the management of oil field daily production operations and HSE activities.

 

This role requires understanding the relevant knowledge of development geology, have proficient comprehensive analysis capabilities of reservoir engineering, be familiar with petroleum engineering theory, master methods and software such as production dynamic analysis, reservoir numerical simulation, and modern well testing analysis

 

Key Responsibilities

 

1. On-site Operations Management

Responsible for the daily production operation and management of Zamarudsai oilfields, ensuring production targets daily, weekly, monthly, yearly, are met on time accordingly.

Supervise on-site equipment, both surface & wellhole, maintenance, production dynamic management and reservoir improvement, i.e., sand fracturing, reservoir aciding treatment, to ensure normal operation and minimize downtime.

Keeping report and communicate always to superiors on time for important issues and new situations related production. Complete and provide formally necessary data, interpretation, reports and presentations to management level, partners and government representatives upon request.

Take part in resolving on-site technical issues, optimize production processes, participate all related field development practice and reservoir engineering study activities, and improve production efficiency.

Undertake field mid-long term planning, report operational procedures, enhance well/reservoir performance, optimize field development and production levels, and maximize oil recovery based on detailed technical evaluation and justification.

2. HSSE Management

Keep always in line with best practices and company code of practices to ensure production activities at Zamarudsai Oilfield on-site comply strictly with Afg-Chin and local HSSE rules or regulations and security policies.

Organize regularly safety inspections and hazard identification, and minimize environmental impact.

Promote green production and enhance the sustainable development capabilities of the oilfield.

Conduct safety training and emergency drills to enhance employees' safety awareness and emergency response capabilities.

3. Cost Control

Monitor on-site production costs to ensure they remain within budget and propose cost-saving suggestions.

Analyze production data, optimize resource allocation, and improve economic efficiency.

Provide professional opinions for preparation of team budgets and assist in the implementing approved work plans budget to deliver objectives.

Supervise and highlight sensitively any significant variance to support effective performance and cost control.

4. Team Management

Responsible for the formation and management of on-site teams, including performance evaluation, training, and development.

Coordinate work across departments to ensure smooth communication and improve team collaboration efficiency.

Pay close attention to new team members performance, giving kindly guidance and training, aim to upgrading team management.

Leading and enhance the team with relevant skills to enable them from competent to excellent, deliver respective objectives.

5. Internal and External Coordination

Maintain good communication and stay in touch with internal and external parts such as local governments, partners, technical support teams, suppliers, contractors and service providers as required to ensure smooth project execution.

Communicate and coordinate adequately with other sections, departments and third parties to promote related works.

Participate in relevant meetings, report on project progress, and coordinate solutions to related issues.

6. Strategic Support

Assist the Oilfield Department Manager in formulating and implementing departmental strategies, Oil field development plans, providing on-site operational data and suggestions.

Regularly report on-site operations to the Development department manager and Oilfield Production Department Manager and provide decision-making support.

Job Requirements:

Education: Master’s degree or higher in petroleum geology of petroleum engineering, or oil & Gas development engineering, or related fields.

Experience: 20+ years of oilfield development production experience, including at least 10 years of international oilfield management experience, at at least 3 different oil fields or regions of experience. Who Experienced in Shell, BP, BASF, ADNOC, CNPC, SINOPEC is preferable.

Familiar enough with oilfield production processes, equipment maintenance, and HSSE management, keep studying oilfield on-site technical knowledge, industry standards and regulations.

 

Specialty

 

Deeply understanding of petroleum geology, Petroleum Engineering and oilfield development &production practices and processes.

Expertise in managing oilfield on-site production and oilfield on-site operations.

Strong ability to anticipate and resolve oil production challenges proactively.

Knowledge of transportation regulations specific to oil and gas materials.

Proven ability to coordinate with diverse teams, including technical support teams, vendors, transporters, and internal departments.

 

Language Requirements

Fluent in English (spoken and written) enough to communicate effectively with others.
