About Ministry of Water & Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

General Scope of the job

Ministry of Energy and water will have a numerous Dams feasibility studies projects and several detailed design and construction of dam’s project in the upcoming New Year (1403). The above-mentioned projects will be awarded to national and international competent companies.

The companies will submit the studies reports, design packages and construction submittals to the ministry of energy and water for review; to conduct the review on a professional manner the Ministry of Energy and water is seeking for employments of competent professionals.

Responsibilities and Tasks

  1. Review the Geotechnical part of the feasibility study reports with in the specified time frame and issue comments if any.
  2. Review of the geotechnical part of the detailed design reports with in the required time and issue comments if any.
  3. Review the geotechnical part of technical specification of the project.
  4. Review of the design packages (Geotechnical part).
  5. Review of the concrete, mortar, grout and Asphalt mix design reports.
  6. Review the tests results of soil, aggregate, cement, concrete, steel, lime, bitumen, rock, asphalt and others.
  7. Review and doing of the geotechnical designs.
  8. Sampling and testing of all types of construction materials.
  9. Preparation the geo-technical part of the TORS for feasibility studies and detail designs.
  10. Pre Supervision of sampling and testing on sites and laboratories.
  11. Preparation of the monthly activity reports.
  12. Attending the Directorate ‘s meetings, meetings with MEW and meetings with contractors and others.
  13. Performs any other duties and responsibilities that may be assigned by supervisors.
Job Requirements:

The candidate shall have at least BSc degree in Geo-technical Engineering/ Geology/Material Engineering & Civil Engineering with a minimum of seven (7) years’ experience in the related field or a minimum of Master degree in Geo-technical Engineering/ Geology/Material Engineering with a minimum of 5 years’ experience in the related field with the following qualifications and experience

  1. In-depth knowledge in ASTM, ACI, AASHTO, USBR and USACE codes and standards.
  2. Be capable of sampling, testing, tests result interpretation of construction material and mix designs.
  3. In-depth knowledge in SPT tests, Tri-axial  tests and Lugen tests
  4. Taking part in geo-technical of at least one dam project is preferable.
  5. Knowledge and using of Plaxis software is preferable.
  6. Speaking fluently in English.
