About Ministry of Water & Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

General Scope of the job

Ministry of Water and Energy has planned feasibility studies and detail design of the dams’ and other water infrastructures projects in the years (2024-2026).

Moreover, some companies may submit the studies reports and design packages to the Ministry of water and Energy for review; to conduct the reviews on a professional manner, the Ministry of Water and Energy is seeking for employments of competent and professional senior Tunnel Design specialist with the below job description and responsibilities:

Responsibilities and Tasks

  1. Conducting the detailed design of tunnels along with the needed drawings and BOQ using the internationally recognized software.
  2. Preparation of the bidding document (Drawings, BOQ and specification) of tunnel.
  3. Review the tunnel (power tunnel and irrigation tunnel) design and construction submittals with in the required time frame and issue comments if any.
  4. Review of the tests results needed for tunnel design.
  5. Review of the tunnel material and cost estimation.
  6. Conducting both the hydraulic design and structural design of the tunnel.
  7. Review of the method of statement for construction of tunnels.
  8. Review/preparation of the tunnel related specification.
  9. Preparation/review of the TOR for tunnel.
  10. Supervision of the tunnels construction from time to time.
  11. Attending the technical boards meetings, meetings with MEW and meetings with contractors and others.
  12. Preparation of the monthly activity reports.
  13. Any other activity assigned as needed.
Job Requirements:

Qualification and experience

The candidate shall at least have BSc degree in structure with a minimum of seven (7) years’ experience in design of Tunnels and structures or at least have MSc degree in tunnel engineering and has at least a five ( 5 )years of experience in design of tunnels with the following qualifications and experience:

  1. Have in-depth knowledge in engineering geology.
  2. Design experience in at least one tunnel.
  3. In-depth knowledge in at least one tunnel design software.
  4. Fully expert and familiar with USBR, ASCE 7-10, ASTM, ACI, AASHTO and USACE international Codes.
  5. Speaking fluently in English.
