About Ministry of Water & Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

General Scope of the Job

Ministry of Water and Energy has planned feasibility studies and detail design of the dams’ and other water infrastructures projects in the years (2024-2026).

Moreover, some companies may submit the studies reports and design packages to the Ministry of water and Energy for review; to conduct the reviews on a professional manner, the Ministry of Water and Energy is seeking for employments of competent and professional senior water supply systems design specialist with the below job description and responsibilities:

Job description, Responsibilities and Tasks.

  1. Review of the projects TORs.
  2. Review of the exiting documents of the projects.
  3. Design of the water supply projects in feasibility level and detail design level.
  4. Review the Design of the water supply projects in feasibility level and detail design level.
  5. Preparation of the water supply design reports and drawings as required.
  6. Preparation/review of technical specification for water supply projects.
  7. Preparation of the tender documents for water supply projects.
  8. Review of the buildings water supply design.
  9. Quantities and cost estimation of the water supply projects 
  10. Preparation of the monthly activity reports.
  11. Any other task assigned by the related supervisor
Job Requirements:

Qualification and experience

The candidate shall have at least BSc degree in water supply / Hydraulics/Civil Engineering having a minimum of 7 years’ experience in the design of water supply systems or a minimum of Master degree in water supply / Hydraulics/Civil Engineering with a minimum of five (5) years’ experience in design of water supply projects and having the following qualification and experience:

  1. Having a registered Master degree/BSc degree from a recognized institution.
  2. Recommendation letters/certificates which proves the required experience in the relevant field.
  3. Fully familiar with the software of   EPANET.03, Water CAD, Water Gem and Arc GIS.
  4. Familiar with IPC, AWWA, ASHRI, USBR, ASTM, ACI and USACE international Codes.
  5. Fully expert in Software of Civil 3D, Auto CAD.
  6. Expert in at least one software for water supply design.
  7. Reading, writing and speaking fluently in English.
