About Ministry of Water & Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

General Scope of the job

Ministry of water and Energy intends to conduct the feasibility studies and detail design of Dams and other water infrastructures projects in the years 2024 -2026.

To conduct the detail design and feasibility studies of dams in a professional manner, Ministry of Water and Energy is looking to hire competent senior Electro-Mechanical design specialist with the below job description and responsibilities:

  1. Disk study and Review of the projects existing documents.
  2. Review of the TORs for feasibly studies and detailed design of projects.
  3. Conduct the Pre-feasibility study, feasibility study of the hydropower and thermal power projects.
  4. Designs of the hydro-power plants and thermal power plants.
  5. Designs of Turbines, generators, Substations, Transformers, transmission lines and distribution networks
  6. Review of Design of Turbines, generators, substations, transformers transmission lines and distribution networks if required.
  7. Designs of Solar, wind, and hybrid power projects.
  8. Preparation the TORs for the Electro-Mechanical component of  the dam projects, power transmission lines, substations, and distribution networks.
  9. Review and preparation of the technical specification for the Electro-Mechanical component of the dam projects, power transmission lines, substations, transformer and distribution networks.
  10. Preparation of TORs for Solar, wind, and hybrid power projects
  11. Technical specification for Solar, wind, and hybrid power projects
  12. Review and evaluate technical designs drawings and calculations
  13. Establish a system for solving and tracking technical problems
  14. Provide phone, email, and web meetings/technical support sessions to resolve issues
  15. Escalate cases as required to senior management and/or specialist and ask for support
  16. Maintain efficient communication with the project customer and internal staff
  17. Develop and review daily, weekly and monthly project progress report as required
  18. Assessing and analyzing power quality
  19. Assessing power control
  20. Assessing system protection
  21. Providing work plan
  22. Evaluating and assessing power needs and consumption
  23. Define milestones for the project(s)
  24. Classifying Electrical Load
  25. Analyzing and making sure to have acceptable coordination for protective system
  26. Ensuring compliance to regulatory requirements, standards and specification
  27. Responding the client comments and preparation of the revised designs.
  28. Performing the duties close with relevant departments
  29. Any other task assigned by the related supervisor.
Job Requirements:

Qualification and experience

The candidate shall have at least BSc. Degree in Electro-Mechanical Engineering/Power system/ Power generation and transmission engineering with a minimum of Seven (7) years of experience in design of turbines, generators, Transformers, Switch-yards and other electro-mechanical components of the project or a minimum of Master degree in Electro-Mechanical Engineering/Power system/ Power generation and transmission engineering with a minimum of five (5) years of experience in design of turbines, generators, Transformers, Switch-yards and other electro-mechanical components of the project, having the following qualifications and skills:

  1. Knowledge of Powerhouse, Hydro turbines, Governor, Generator, transformers and Powerhouse Equipment.
  2. Capable of design and review of design of power generation, transmission, Protection, communication system and power distribution systems.
  3. Fully familiar with IEEE, NEC, IEC, VDF, NEMA and ISO/DS/EN 62364 standards and codes.
  4. Expert in Application of design software related to the Electro-Mechanical components of the project.
  5. Outstanding interpersonal and team building skills; and
  6. Excellent written and verbal communication skills in English.
  7. Writing & Communication ability in professional and related area
