About Ministry of Water & Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

General Scope of the Job

Ministry of Water Energy has planned survey and numerous disk studies, feasibility studies and detail design of the dams’ projects in the years (2024-2026).

Moreover, some companies may submit the studies reports and design packages to the Ministry of water and Energy for review; to conduct the reviews on a professional manner, the Ministry of Water and Energy is seeking for employments of competent professional Senior Quantity surveyor and GIS Specialist with the below job description and responsibilities:

  1. Review of the TOR for feasibly study and detail design.
  2. Practical Conducting of the topographic survey for the feasibility studies and detailed designs of dams, canals, irrigation projects and hydraulic structures with in the required time frame.
  3. Preparation of the survey complete report during the feasibility studies and detail designs of dams, hydraulic structures and irrigation network.
  4. Preparation of topographic maps, profiles, cross-sections in Civil 3D.
  5. Review/preparation of the survey related specification.
  6. Conducting of the quantities survey.
  7. Preparation/review of the TOR for survey.
  8. Support and take direction from the technical board coordinator.
  9. Perform technical functions to create and maintain the Geographic Information System (GIS) data base.
  10. Digitize mapping information in order to update and maintain.
  11. mapping layers; verify digitized data for accuracy.
  12. Create and analyze the GIS data, database design, project and clean the raster and vector data.
  13. Examine requests for mapping products and determine and develop programs and methods of production; consult with individuals requesting products to clarify requests and determine features to include.
  14. Scanning, rectifying, and digitizing data, building topology, entering data attributes, checking for errors, and verifying accuracy, making required corrections and editing and refining GIS data. 
  15. Producing complex mapping products, for COCB, Construction, Security, Grants and design departments for various proposes.
  16. Gather information from various sources to create GIS layers for various GIS programs. This includes mapping, personal geodatabase creation, exporting and projecting the GIS data.
  17. Converting CAD and other graphic data & attributes into GIS data structures.
  18. Working with mapping projections, coordinate systems, and rectification with proven skills in producing high quality graphics and maps.
  19. Performs basic maintenance duties, maintaining graphics equipment, troubleshooting and diagnosing malfunctions with plotters and printers.
  20. Prepare the monthly progress maps for various departments.
  21. Assist technical team in data collection, data management and reporting.
  22. Attend the GIS user meetings.
  23. Establish and maintain working relationships with employees and the public.
  24. Provides GIS-related technical guidance and assistance to project teams.
  25. Design, develop and implement GIS-related solutions, update GIS layers and mapping directories, including the creation of hardcopy
  26. Installing and activating new GIS server 10.5 training in basic GIS applications to technical staff of MWE Projects
  27. Prepares GIS project plans and schedules to include coordinating resources, tasks, and work assignments
  28. Support Water section for watershed, Catchment and reservoirs water volumes delineation.
  29. Develop geo-databases and produce hardcopy outputs to support the multiple activities of the both projects GIS activities.
  30. Review the Existing document of the project related to survey.
  31. Other duties as assigned by the related Supervisor. 
Job Requirements:

Required Qualification, experience and skills

Minimum Bachelor's Degree from an accredited college/university in the field of Geodesy/Geomatic/survey with a minimum of 7 years of experience in the field of survey and application of ArcGIS software and related programs or a minimum of Master degree in Geodesy/Geomatic/survey with a minimum of 5 years of experience in the field of survey and application of ArcGIS software and related programs. The candidate shall at least have the following qualifications, experience and skills:

a. Fully expert in field survey, topographic survey, location survey, plotting of survey, Preparation of plans, profiles, cross sections, quantities estimation and application of DGPS, GPS Total station, Level Machine and Civil 3D.

b. Shall attach a copy of his higher degree to his application form and Cv.

c. Shall attach a copy of the certificates/recommendation letters and copies of his contracts which proves his experience in design of water supply projects along with complete address and mobile phone numbers of his direct supervisors.

d.  Ability to operate and use ArcGIS software with good understanding of other GIS related software's like Google Earth and Global Mapper and the devices such as GPS, digitizers and plotters. 

e. Understanding of map projections 
f. Understand and respond to mapping requests from various MEW departments, 
g. Understand and can work with a variety of mapping data, including topographic, geologic, climatic and other types of maps, various types of overlays, satellite imagery, GPS data, etc.
h. Experience in working in international work environments. 

i. Extensive experience of ESRI ArcGIS (preferable) and Arc Hydro and Global Mapper.

j. Ability to Extracts geographic data from High Resolution Satellite Imagery.

Skills

  1. Ability to demonstrate the highest level of ethical standards at all times
  2. Ability to operate the DGPS, GPS, TOTAL STATION AND LEVEL MACHINE
  3. Ability to work and train using ESRI software (ArcGIS10.x, Arc Info Desktop, ArcSDE, ArcIMS ArcView 10.x) Other software also (ERDAS Imagine, Global Mapper).
  4. Familiarity in programming in related languages desired.
  5. Personal computer applications including Microsoft Word, Excel spreadsheets, email, presentation, and database software.
  6. Familiarity with at least one statistical software package is desired.
  7. Excellent organization and management skills essential, including ability to coordinate a
  8. variety of tasks, meet deadlines and work effectively under pressure.
  9. Demonstrated strong analytical capability and excellent interpersonal skills are required
  10. including the ability to interact effectively with others taking into account cultural sensitivities.
  11. Good oral and written communication skills required.
  12. Self-motivated and able to work independently.
  13. Work as a team player to support other program activities and promote institutional goals.
  14. Ability to balance competing priorities on a tight deadline
