About MSI Reproductive Choices Afghanistan (MSIA):

MSI Reproductive Choices Afghanistan (MSIA) is a branch of MSI, a global, non-profit, and non-governmental organization headquartered in London, UK, and was established in August 2002 after registration with the Government of Afghanistan. MSIA follows the local mission statement of MSI: Improve Afghan women’s health and well-being so that they can, in turn, build strong, healthy families. Our vision is to be the organization that Afghan women seek out for high-quality, client-centered health care provided by women, for women.


We focus on reducing maternal mortality by providing quality and sustainable maternal-child health (MCH) and reproductive health (RH) services and information in 17 provinces of Afghanistan, namely Kabul, Balkh, Herat, Jawzjan Faryab, Nangarhar, Helmand, Kandahar, Baghlan, Kunduz, Badakhshan, Takhar, Samangan, Kapisa, Khost, Paktia, and Daikundi, in coordination with the Ministry of Public Health (MoPH) of Afghanistan. 

MSIA strives to enhance women's health outcomes in the aforementioned provinces by delivering vital reproductive and maternal-child health services through multiple channels such as centers, outreaches, the private sector, and MS Ladies (Family Health Houses).

Job Descriptions:

The main objective of the Project Lead Position is to achieve project goals and targets while keeping in mind the project scope, time, quality, and cost.

The Project Lead will form a strategic part of the future for the MSIA program in Afghanistan. The post holder is responsible to lead the project budget utilization and maintain day-to-day activities for MSIA project Sites. The project lead at a national scale to ensure that robust, technically sound, efficient, and effective program design and systems are in place for high performance in the given competitive environment. The post holder should be able to analyse current trends and behaviours as well as proposed ideas and initiatives, based on strong evidence to increase business opportunities for MSI Afghanistan clinics. The centre's network is aiming towards financial sustainability, this may be parts through a government Public Private Partnership or other profit-generating service delivery channels.

The role is based at MSIA Head Office Kabul, Afghanistan and regularly involves travel to the sites and attending meetings/ events, monitoring, support and representing MSIA at various forums (expected field travel 40%).

Lead and support in shaping Strategic Direction for MSIA Program:

  • Input to MSIA Strategic Plan, with focus on priority project areas
  • Markets – understand market conditions for projects and advice on the strategic deployment of the program within a Country Program’s overall channel mix of projects.
  • Support Marketing Lead in the developing/reviewing of projects specific demand generation strategies.
  • Seek and implement strategic partnerships with a goal towards the financial sustainability of the projects.
  • Support the new business development team in planning and development of proposals and mobilize continuous funding to maintain & further scale-up of projects.
  • Support MSIA on other strategies around self-sustainable models for long term clinic service delivery of projects.
  • Correspond with all project channels and share updates about the country program, when required.

Standards & Guidelines:

  • Supply and implementation of policies, standards, and procedures for the project sites.
  • Work closely with the Operations Director to ensure accountability for standards and protocols.
  • Work closely with MDT to ensure that the channel adheres to minimum clinical standards, MSIA’s quality assurance framework and all supporting policies.
  • Apply MSI agreed rules and recommendations in-country program and update health check.

Innovation:

  • Lead and support innovations in project implementation in collaboration with technical, operations and marketing teams.
  • Support Project teams to plan, implement and evaluate innovative approaches and share learning across all project channels.
  • Design, support in improving practices and prepare pilots for demand-side financing mechanisms if appropriate and within donor requirements (i.e. voucher scheme, insurance etc)
  • Work closely with the Marketing lead to strengthen the program and implement innovative approaches to enhance the client experience at the project sites.

Evidence and Insight:

  • Work closely with the quality team to develop tools, capture, analyse and measure the impact of interventions.
  • Monitoring Data - standardise monitoring indicators across the project channels for apple-to-apple comparisons
  • Routine Evaluations - Internal QTA, External QTA, CEIs, MCS etc.
  • Operations Research – support to investigate specific issues of interest
  • Research – support to set the research agenda to improve understanding of the channel
  • MIS Tools – standardise tools to support the above; support and document best practice and innovation in supportive systems to achieve operational excellence.
  • In coordination in quality and BI team strengthen data validation process
  • Share success models with other country programs and collect best practices from other for country program

Project Performance Review:

  • Develop monitoring & evaluation system for project sites to support performance management
  • Provide guidelines and technical support to different donor-funded project projects in critical areas of implementation and assist them to operate within the policies and procedures set for the projects.
  • Prepare and communicate monthly substantive analytical reports based on Clinical dashboards along with necessary action plans/ key considerations/ recommendations to Operations Director for evidence-based decision making
  • Share recommendations to Operations Director for changes in channels structure for up taking efficiency and productivity.
  • Conduct monthly meetings with MDT to address any quality issue. Develop an action plan, disseminate it to the op’s director, and follow up for the closure of those action plans.
  • Participate in progress review meetings and provide technical inputs
  • Spot visits at project sites for data validation and guidance
  • Prepare tailor-made strategies on a district/regional basis for improvement of performance.
  • Work closely with the Operations Director to address the gap raised in internal audit and also share best practices in other centres
  • Review budget against spending monthly.

Develop/ strengthen strategies to manage poor performance centre.

Job Requirements:

Qualifications & Knowledge

  • Medical Doctor, Project Management, or related fields preferred.
  • Private sector experience and/or a proven record of successful income-generating initiatives desired.
  • Knowledge and interest in Health Financing mechanisms are preferred.
  • Experience in the NGO Sector preferred.
  • High competency across MS word, excel and PowerPoint.

Experience

  • 5 years of experience in leading a strategic project or programme with a proven record of accomplishment of growth and development required.
  • Clinic management experience (especially private sector or social business) will be considered an asset.
  • Knowledge of the health sector in Afghanistan will be considered an asset.
  • Knowledge and Experience in the project management and project budgeting are considered assets.
  • Proven record of developing good quality analytical reports on project matters.

Skills and Abilities

  • Collaboration skills; with the ability to motivate teams to exceed expectations (this is not a management role, but strong communication with other teams in the organization is critical)
  • Strong analytical skills – proficiency in data analysis, the ability to accurately interpret data and generate reports based on evidence for effective decision making
  • Strong interpersonal skills and ability to influence and communicate with stakeholders, both internal and external
  • Exceptional computer and organizational skills;
  • Fluent in English & local languages, both written and spoken – with the ability to draft good quality reports
  • Excellent communication skills – with the ability to prepare and give effective presentation
