Job Summary
The Afghanistan Integrated Youth Activity's Senior Environmental Officer is responsible for ensuring project compliance with the approved Environmental Mitigation and Monitoring and Evaluation Plan (EMMP), USAID environmental policies, and Afghan environmental rules and regulations.
S/he will be responsible for conducting site visits and assessments, advising stakeholders and beneficiaries on environmental mitigation practices and environmental protection best practices, monitoring implementation, and annual EMMP reporting.
The Inclusive Development Advisor will be required to travel frequently to the project's targeted provinces, safety and security permitting.
Job Responsibilities:
Review and become familiar with the AIYA Environmental Mitigation & Monitoring Plan, Afghanistan PERSUAP, Climate Strategy, and Initial Environmental Examination (IEE). Conduct training for consortium members (particularly monitoring, evaluation and learning personnel) on environmental compliance, monitoring and reporting.
Visit AIYA activity locations to monitor implementation of activities specified in the EMMP.
Provide training to project stakeholders and beneficiaries, if required, on USAID environmental standards and best practices.
Gather documentation as stated in the EMMP from project stakeholders and beneficiaries.
Prepare an annual Environmental Mitigation and Monitoring Report (EMMR) for submission to USAID, summarizing the effectiveness of mitigation measures, issues encountered, resolutions, and lessons learned. As appropriate, attachments such as site photos, verification of local inspections, product warranties, etc. will also be included.
Suggest updates to the EMMP, as required.
