About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

1. Background

The Climate and Socially Resilient Livelihoods Support (CSRLS) Project, implemented by TLO with the support of its donors, aims to strengthen climate resilience, sustainable livelihoods, natural resource management, and social cohesion among vulnerable and climate-affected communities.

In Daikundi Province, the project implements interventions related to natural resource management, irrigation, agriculture and livestock, diversified livelihoods, and community-level social cohesion. Effective community engagement, conflict-sensitive implementation, and collaboration among different community groups are essential to ensuring that project interventions are inclusive, participatory, and sustainable.

To strengthen these efforts, the project intends to recruit a Social Cohesion Specialist who will provide technical support and guidance for social cohesion, conflict prevention and resolution, community dialogue, and inclusive participation.

2. Purpose of the Position

The Social Cohesion Specialist will be responsible for supporting the planning, implementation, monitoring, and documentation of social cohesion and community engagement activities in Daikundi Province.

The position will focus on strengthening relationships between and between communities, promoting inclusive participation, identifying potential sources of conflict, facilitating dialogue and dispute-resolution mechanisms, and ensuring that CSRLS interventions are implemented in a conflict-sensitive and socially inclusive manner.

3. Key Responsibilities

Social Cohesion and Community Engagement

  • Develop and support community-based social cohesion activities in target areas.
  • Facilitate community dialogues, consultations, and engagement sessions.
  • Promote constructive relationships among different community groups.
  • Support communities to identify common concerns and develop mutually agreed solutions.
  • Strengthening community ownership and participation in CSRLS interventions.

Conflict Prevention and Resolution

  • Identify potential conflicts and social tensions that may affect project implementation.
  • Conduct conflict and stakeholder analysis in target communities.
  • Facilitate dialogue and mediation between relevant stakeholders when required.
  • Support community structures to prevent and resolve disputes peacefully.
  • Ensure project activities follow conflict-sensitive and Do No Harm principles.

Inclusion and Participation

  • Ensure meaningful participation of women, vulnerable households, youth, and other relevant groups.
  • Promote equitable access to project benefits and opportunities.
  • Identify barriers to participation and recommend appropriate measures to address them.
  • Coordinate with community representatives and relevant local stakeholders to strengthen inclusive decision-making.

Support for Project Activities

  • Provide social cohesion inputs to NRM, irrigation, agriculture, livestock, livelihood, and other CSRLS activities.
  • Support the establishment and strengthening of relevant community structures and committees.
  • Coordinate with field teams to ensure social cohesion considerations are integrated into project implementation.
  • Support community mobilization and beneficiary engagement activities.

Monitoring, Documentation and Reporting

  • Monitor social cohesion activities and document progress, challenges, lessons learned, and success stories.
  • Prepare regular activity reports and contribute to project reports.
  • Maintain appropriate records and databases related to social cohesion activities.
  • Provide recommendations to the Project Manager based on field observations and community feedback.

Coordination

The Social Cohesion Specialist will work closely with:

  • CSRLS Project Manager
  • Social Cohesion/Community Engagement team
  • NRM and Livelihood teams
  • MEAL team
  • Daikundi Field Office
  • Community Development/Community Structures
  • Local authorities and relevant stakeholders
  • Other project partners and implementing teams
Job Requirements:
  • University degree in Social Sciences, Sociology, Development Studies, Peace and Conflict Studies, Political Science, Community Development, or a related field.
  • At least 3–5 years of relevant professional experience in social cohesion, conflict prevention/resolution, community engagement, peacebuilding, or related development programs.
  • Demonstrated experience working with rural and vulnerable communities.
  • Experience facilitating community dialogues, consultations, and conflict-resolution processes.
  • Good understanding of conflict-sensitive programming and community-based approaches.
  • Experience working with NGOs or development organizations is highly desirable.
  • Strong communication, facilitation, coordination, and reporting skills.
  • Fluency in Dari and/or relevant local languages; good English communication and report-writing skills are an advantage.
  • Willingness and ability to travel regularly to project target communities in Daikundi.
