Job Descriptions:

Background

The organization is implementing school construction, rehabilitation, and related WASH infrastructure activities to improve safe, inclusive, and quality learning environments for children. The project includes construction and rehabilitation of classrooms, school buildings, latrines, water supply systems, drainage, boundary walls, electrical works, and other associated infrastructure.

The Site Engineer will be responsible for day-to-day technical supervision of construction and rehabilitation activities at assigned school sites, ensuring that works are implemented in accordance with approved drawings, BoQs, specifications, quality standards, safety requirements, and the approved work schedule.

Job Summary

Under the supervision and direction of the Project Manager, the Site Engineer will provide technical supervision and field-level engineering support to ensure that construction and rehabilitation works are completed safely, on time, within the approved scope and budget, and to the required quality standards. The Site Engineer will also coordinate closely with contractors, subcontractors, project engineers, field engineers, school representatives, PED/DED representatives, and other relevant stakeholders.

Duties & Responsibilities

Technical Supervision

  • Conduct regular site visits and provide day-to-day technical supervision of construction and rehabilitation works.
  • Ensure that all construction activities comply with approved drawings, technical specifications, BoQs, method statements, and project requirements.
  • Check setting-out, dimensions, levels, alignment, plumb, slopes, and other construction parameters.
  • Supervise excavation, foundation, masonry, concrete, reinforcement, roofing, flooring, plastering, painting, doors/windows, electrical, plumbing, WASH, and other construction activities.
  • Review and verify quantities of completed works against the approved BoQ.
  • Ensure that approved construction materials are used at the project site.
  • Verify the quality of materials before incorporation into the works.
  • Monitor concrete works, including batching, mixing, placement, compaction, curing, and testing.
  • Ensure that required laboratory tests, material tests, concrete tests, and other quality-control tests are conducted as required.
  • Identify technical problems and provide appropriate solutions in coordination with the Project Engineer/Construction Manager.

Quality Assurance and Quality Control

  • Ensure that construction works meet the required quality standards and approved specifications.
  • Conduct inspections at critical stages of construction.
  • Prepare inspection requests and coordinate inspections with relevant technical teams and stakeholders.
  • Record defects and deficiencies and follow up with contractors until rectification is completed.
  • Ensure that rejected or defective works are corrected before proceeding to subsequent activities.
  • Maintain proper records of inspections, tests, approvals, and rectification activities.
  • Support preparation and review of snag lists and punch lists.

Contractor Management

  • Monitor contractor and subcontractor performance at the site.
  • Review contractors' work plans and provide technical feedback where necessary.
  • Monitor manpower, equipment, materials, and construction progress.
  • Identify delays and immediately report them to the Project Engineer/Project Manager.
  • Provide technical instructions within the approved authority and ensure that instructions are properly documented.
  • Coordinate with contractors regarding site access, sequencing of works, quality issues, and technical requirements.
  • Monitor compliance with contractual requirements and approved work schedules.

Progress Monitoring and Reporting

  • Monitor daily and weekly physical progress against the approved work plan.
  • Prepare daily site reports and contribute to weekly and monthly progress reports.
  • Record completed quantities and major activities undertaken at the site.
  • Document site conditions and progress through photographs.
  • Report delays, risks, variations, technical issues, and other challenges promptly.
  • Maintain an updated site progress tracker for assigned schools.
  • Support preparation of progress measurement and payment documentation.

Drawings, BoQ and Documentation

  • Review construction drawings and BoQs before and during implementation.
  • Identify discrepancies between drawings, specifications, and BoQs and report them to the Project Engineer.
  • Verify that construction is carried out according to approved drawings.
  • Maintain updated records of approved drawings and revisions at the site.
  • Assist in preparation of as-built drawings and final documentation where required.
  • Maintain site records, including inspection forms, test reports, photographs, measurements, and correspondence.

Health, Safety and Environmental Compliance

  • Ensure that contractors implement appropriate health and safety measures at construction sites.
  • Monitor the use of personal protective equipment (PPE).
  • Ensure safe excavation, scaffolding, electrical, lifting, concrete, roofing, and other construction practices.
  • Ensure that construction areas are safely managed, particularly where schools remain operational.
  • Report accidents, incidents, unsafe conditions, and environmental risks immediately.
  • Ensure proper management of construction waste and protection of school facilities and surrounding areas.

Coordination and Stakeholder Engagement

  • Coordinate with school management, School Management Committees (SMCs), PED/DED representatives, community representatives, contractors, and project staff.
  • Facilitate technical inspections and joint site visits.
  • Communicate project requirements clearly to contractors and relevant stakeholders.
  • Support project handover and completion inspections.
  • Participate in meetings and provide technical updates on assigned sites when required by PM.

Handover and Defects Liability Period

  • Support preparation of snag/punch lists before project completion.
  • Verify completion and rectification of outstanding works.
  • Support preparation of substantial/completion certificates.
  • Participate in final inspections and project handover to relevant stakeholders.
  • Monitor defects during the Defects Liability Period (DLP).
  • Ensure that identified defects are communicated to contractors and properly rectified.
  • Support final DLP inspection and project closure.
Job Requirements:

Job Requirements

  • Bachelor's degree in Civil Engineering and/or Construction from a recognized university.
  • Registration or professional engineering certification, where applicable, is an advantage.
  • Minimum 3 years of relevant experience in construction supervision, school construction/rehabilitation, infrastructure, or similar projects.
  • Experience working with NGOs, UN agencies, government institutions, or donor-funded projects is an advantage.
  • Good knowledge of construction drawings, BoQs, technical specifications, and construction standards.
  • Practical experience in concrete, masonry, structural works, finishing works, WASH, and building rehabilitation.
  • Knowledge of construction quality control and laboratory testing requirements.
  • Good computer skills, particularly MS Word, Excel, AutoCAD, and related engineering software.
  • Ability to prepare technical reports and maintain accurate site documentation.
  • Fluency in Dari/Pashto; working knowledge of English is an advantage.

Conditions of Work
