Job Descriptions:

Background

The organization is implementing school construction, rehabilitation, and associated WASH infrastructure activities to improve safe, inclusive, and quality learning environments for children. The project may include construction and rehabilitation of classrooms, school buildings, latrines, water supply systems, drainage, boundary walls, electrical works, and other related infrastructure. The Project Manager will have overall responsibility for the planning, coordination, implementation, quality, financial monitoring, stakeholder coordination, risk management, reporting, and successful completion of the assigned project.

 

Job Summary

Under the supervision and direction of the Education Head/ Engineering Manager, the Project Manager will provide overall leadership and management of the construction and rehabilitation project, ensuring that project activities are delivered:

·       Within the approved scope and budget.

·       According to the approved implementation schedule.

·       In compliance with approved drawings, specifications, BoQs, and quality requirements.

·       In accordance with donor and organizational procedures.

·       With appropriate health, safety, safeguarding, and environmental standards.

·       To the satisfaction of the client/donor and relevant government authorities.

Duties & Responsibilities

Overall Project Management

  • Provide overall leadership and direction for project implementation.
  • Develop and maintain the project implementation plan.
  • Ensure project activities are implemented according to approved objectives, scope, budget, and schedule.
  • Establish clear responsibilities for project team members.
  • Monitor overall project performance and take corrective action where required.

Project Planning and Scheduling

  • Prepare and maintain detailed project work plans and implementation schedules.
  • Establish project milestones and key completion targets.
  • Monitor actual progress against the approved baseline schedule.
  • Identify delays and develop recovery plans.
  • Ensure that critical activities are prioritized to avoid delays to the overall project.

Technical Management

  • Provide overall technical oversight of construction and rehabilitation activities.
  • Ensure that all works comply with approved designs, BoQs, specifications, drawings, and applicable standards.
  • Coordinate with the Project Engineers, Site Engineers, and QC Engineer.
  • Review and support resolution of major technical issues.
  • Ensure proper review and approval of material submittals.
  • Ensure appropriate inspection and testing procedures are followed.
  • Ensure that laboratory testing and quality-control requirements are fulfilled.
  • Review major technical variations, design changes, and site instructions before submission for approval.

Quality Management

  • Ensure implementation of the project's Quality Assurance and Quality Control system.
  • Ensure the QC Engineer maintains appropriate inspection and testing procedures.
  • Monitor material submittals and approvals.
  • Ensure that only approved materials are incorporated into permanent works.
  • Ensure quality documentation is complete before project handover.

Progress Monitoring

  • Establish a comprehensive project progress monitoring system.
  • Review daily, weekly, and monthly progress reports.
  • Monitor physical progress against planned targets.
  • Conduct regular field visits to verify reported progress.
  • Use photographs, measurements, site records, and inspection reports to verify progress.
  • Develop recovery plans for delayed activities.

Risk Management

  • Identify technical, operational, financial, contractual, security, and implementation risks.
  • Maintain a project risk register.
  • Develop mitigation measures for identified risks.
  • Monitor implementation of risk mitigation actions.
  • Escalate high-impact risks to senior management.

Stakeholder Coordination

  • The Project Manager will maintain effective coordination with all relevant stakeholders as and when required
  • The Project Manager will represent the organization in technical and project coordination meetings as assigned.

Donor and Client Coordination

  • Address comments and recommendations received from the donor/client.
  • Ensure donor requirements are incorporated into project implementation.
  • Support preparation of donor reports and presentations.
  • Ensure timely submission of required project documentation.

Reporting

The Project Manager will oversee the preparation and submission of

  • Weekly project progress reports/ Monthly project reports.
  • Project implementation updates/ Contractor performance reports.
  • Risk and issue reports/ Donor/client reports.
  • Completion reports/ Handover documentation.
  • Lessons learned and final project reports.

All reports should be accurate, evidence-based, timely, and properly documented.

Health, Safety and Environmental Management

  • Ensure construction activities comply with project HSE requirements.
  • Ensure contractors implement appropriate site safety measures.
  • Ensure construction sites are managed safely, particularly where schools remain operational.
  • Monitor risks associated with excavation, electrical works, working at height, lifting, concrete works, and other construction activities.
  • Ensure proper construction waste management.
  • Ensure incidents and accidents are reported and managed appropriately.

Safeguarding and PSEA

The Project Manager shall ensure that project implementation complies with organizational safeguarding requirements, including:

  • Child safeguarding.
  • Prevention of Sexual Exploitation and Abuse (PSEAH).
  • Protection from abuse and exploitation.
  • Safe interaction with children and communities.
  • Confidentiality and responsible handling of beneficiary information.

The Project Manager shall ensure that all contractors and project staff understand and comply with relevant safeguarding requirements.

Job Requirements:

Job Requirements

  • Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a related field.
  • Master's degree in a related field is an advantage.
  • Minimum 5 years of relevant professional experience in similar positions.
  • Demonstrated experience managing school construction, rehabilitation, building, WASH, or similar infrastructure projects.
  • Experience with donor-funded projects.
  • Strong knowledge of construction drawings, BoQs, specifications, contracts, quality control, and project schedules.
  • Experience in project budgeting, progress measurement, payment certification, variation management, and reporting.
  • Strong experience in stakeholder and government coordination.
  • Excellent MS Office skills, particularly Excel and Word.
  • Fluency in Dari and Pashto.
  • Good working knowledge of English.
  • Budget and cost-control awareness.
  • Risk-management skills.
  • Strong reporting and documentation skills.
  • Ability to manage multiple project locations.
  • Strong knowledge of engineering principles, project management, and design standards.
  • Strong knowledge of Afghan construction codes, safety standards, and environmental regulations.
  • Excellent leadership, team-building, negotiation, and staff management skills.
  • Strong problem-solving and decision-making abilities.
  • Ability to communicate effectively with a diverse range of stakeholders.

  • Approved engineering designs and project plans.

Conditions of Work

  • Full-time position based at WDIO Provincial Office.
  • Frequent travel to project sites and provinces when required.
  • Flexibility in working hours due to project demands
