Purpose of the Position
The Site Project Manager is responsible for the overall planning, management, coordination, supervision, and successful execution of all construction activitiesat the assigned project site. The incumbent shall ensure that the laboratory construction project is delivered safely, on time, within the approved budget, and in full compliance with the contract requirements, engineering standards, applicable codes, project specifications, company policies, and the requirements of the Afghanistan Standard Quality Authority (ASQA).
The Site Project Manager shall provide technical leadership to the project team, manage contractors and subcontractors, coordinate with consultants and government authorities, monitor project performance, identify and mitigate project risks, and ensure that all works are completed to the highest standards of quality, safety, and professionalism.The project sites are located within the premises of the Afghanistan Customs Offices
Key Duties and Responsibilities
1. Project Planning and Management

Plan, organize, direct, and control all construction activities from project commencement through final handover.

Prepare and implement detailed project execution plans, work schedules, manpower plans, and resource allocation plans.

Develop and monitor the Work Breakdown Structure (WBS), project milestones, and critical path activities.

Ensure project activities are completed according to the approved implementation schedule.

Monitor project progress daily and initiate corrective actions to address delays or deviations.
-
Coordinate all construction disciplines to ensure efficient project execution.
-
Review and update project schedules using Microsoft Project or other approved scheduling software.
-
Ensure efficient utilization of manpower, construction equipment, materials, and financial resources.
2. Construction Supervision
-
Supervise all civil, structural, architectural, electrical, plumbing, drainage, mechanical, and external infrastructure works.
-
Ensure all construction works comply with approved engineering drawings, specifications, method statements, and applicable construction standards.
-
Monitor contractor productivity, workmanship, and quality of construction activities.
-
Review shop drawings, technical submittals, and construction methodologies before implementation.
-
Verify construction quantities and completed work for payment certification.
-
Coordinate inspections of critical construction activities.
-
Ensure laboratory buildings and associated facilities are constructed according to project requirements.
3. Contract Administration
-
Administer construction contracts in accordance with contractual obligations.
-
Review contractors' work programs and progress reports.
-
Evaluate contractor performance against contractual milestones.
-
Review interim payment applications and certify completed work quantities.
-
Assess variation orders, claims, and extension of time requests.
-
Maintain accurate records of contractual correspondence and project documentation.
-
Support the resolution of contractual disputes and technical issues.
4. Quality Management
-
Ensure full implementation of the Project Quality Management Plan.

Verify that all construction materials are approved and tested before use.
-
Coordinate with the Site QC Engineer to monitor quality control activities.
-
Review inspection reports, laboratory test results, and quality documentation.
-
Ensure corrective actions are implemented for non-conforming work.
-
Participate in quality audits, inspections, and project acceptance procedures.
-
Ensure compliance with applicable ASTM, ACI, BS, IEC, ISO, and project-specific standards.
5. Health, Safety, Security and Environmental (HSSE) Management
-
Ensure full compliance with TCRC Group Health, Safety, Security and Environmental policies.
-
Promote a strong safety culture throughout the project.
-
Conduct regular site safety inspections and risk assessments.
-
Ensure all personnel receive safety inductions and toolbox talks.
-
Verify that workers use the required Personal Protective Equipment (PPE).
-
Investigate accidents, incidents, and near misses and ensure corrective actions are implemented.
-
Monitor environmental protection measures and site housekeeping standards.
-
Ensure compliance with applicable occupational health and safety regulations.
6. Financial and Cost Control
-
Monitor project expenditures against the approved budget.
-
Review project cost reports and identify potential cost overruns.
-
Recommend cost-saving measures while maintaining quality and safety standards.
-
Monitor material consumption and minimize wastage.
-
Coordinate with the Finance Department regarding project expenditures and financial reporting.
-
Ensure proper utilization of project resources.
7. Procurement and Logistics Coordination
-
Coordinate with the Procurement Officer to ensure timely procurement of construction materials, equipment, and services.
-
Review procurement schedules and delivery plans.
-
Monitor material availability to prevent construction delays.
-
Coordinate logistics for imported equipment and specialized construction materials.
-
Verify that procured materials comply with approved specifications.
8. Stakeholder Coordination
-
Serve as the primary site representative of TCRC Group.
-
Maintain close coordination with ASQA representatives, consultants, contractors, suppliers, customs authorities, and local government agencies.
-
Attend coordination meetings with project stakeholders.
-
Resolve technical, contractual, and operational issues affecting project implementation.
-
Maintain effective communication between the project site and TCRC Headquarters.
9. Team Leadership and Human Resource Management
-
Supervise Site Engineers, QC Engineers, Foremen, Admin & Finance Officers, Procurement Officers, and other site personnel.
-
Assign duties and responsibilities according to project requirements.
-
Provide technical guidance and mentoring to engineering staff.
-
Conduct staff performance evaluations.
-
Promote teamwork, discipline, and professional ethics.
-
Ensure adequate staffing levels throughout the project.
10. Documentation and Reporting
-
Prepare comprehensive daily, weekly, and monthly progress reports.
-
Maintain project correspondence, site records, meeting minutes, inspection reports, and technical documentation.

Prepare executive summaries for senior management.
-
Maintain updated project schedules and progress dashboards.
-
Ensure all project records are properly archived according to company procedures.
11. Risk Management
-
Identify technical, financial, contractual, environmental, and operational risks.

Develop and implement mitigation measures.
-
Maintain the project risk register.
-
Report significant project risks to Headquarters with recommendations.
-
Monitor implementation of approved risk mitigation strategies.
12. Project Close-Out and Handover
-
Coordinate testing, commissioning, and operational readiness activities.
-
Prepare and monitor completion of punch lists.
-
Ensure all defects are rectified before project handover.
-
Coordinate final inspections with ASQA and other stakeholders.

Prepare project completion reports, as-built documentation, warranties, operation manuals, and maintenance documentation.

Support the successful handover of completed facilities to the client.
