Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long-term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene.

Job Descriptions:

Main duty and Responsibility

Technical Supervision and Quality Assurance

· Conduct regular supportive supervision visits to assigned health facilities using approved supervision tools.

· Monitor compliance with BPHS/EPHS standards and national clinical guidelines.

· Assess quality of OPD, RMNCH, EPI, Nutrition, MHPSS, Pharmacy, and Community Health services.

· Ensure proper implementation of standard operating procedures and protocols.

· Review patient records, registers, and service delivery documentation.

· Identify service delivery gaps and develop corrective action plans.

· Monitor implementation of recommendations from previous supervision visits.

Capacity Building and Mentoring

· Provide on-the-job coaching and mentoring to health facility staff.

· Identify staff capacity gaps and recommend training needs.

· Support implementation of refresher trainings and technical workshops.

· Facilitate knowledge sharing and best practices among health facility teams.

· Strengthen staff competencies in clinical care, reporting, infection prevention, and quality improvement.

HMIS and Data Quality Improvement

· Review HMIS data quality, completeness, accuracy, and timeliness.

· Conduct data verification and validation exercises.

· Support health facilities in proper use of HMIS tools and reporting systems.

· Monitor key health indicators and performance trends.

· Promote data utilization for decision-making and service improvement.

· Support implementation of data quality improvement plans.

EPI and Public Health Support

· Monitor routine immunization services and outreach activities.

· Assess vaccination coverage, defaulter tracing, and cold chain management.

· Support implementation of EPI micro plans and outreach strategies.

· Monitor disease surveillance and outbreak reporting systems.

· Support implementation of vaccination campaigns and emergency response activities.

Nutrition and RMNCH Support

· Monitor implementation of CMAM, IYCF, ANC, PNC, delivery, and newborn care services.

· Assess quality of maternal and child health interventions.

· Support integration of nutrition and health services.

· Ensure referral mechanisms for complicated maternal, neonatal, and nutrition cases are functioning effectively.

Pharmacy and Medical Supplies Management and IP Control

· Monitor medicine availability and stock management practices.

· Ensure compliance with FEFO/FIFO principles.

· Review medicine consumption and stock reports.

· Monitor proper storage conditions and inventory management systems.

· Support rational use of medicines and medical supplies.

· Assess implementation of IPC measures at facility level.

· Monitor hand hygiene, sterilization, waste management, and environmental cleanliness.

· Ensure availability and appropriate use of IPC supplies and materials.

· Support implementation of outbreak prevention and control measures.

Monitoring, Evaluation, Accountability and Learning (MEAL)

· Support routine monitoring activities and programme reviews.

· Participate in assessments, surveys, and evaluations.

· Monitor project indicators and performance targets.

· Document lessons learned and best practices.

· Support development and implementation of quality improvement plans.

· Coordinate closely with the MEAL team on data quality and programme performance.

Coordination and Representation

· Coordinate with Provincial Public Health Directorates and health facility management.

· Participate in technical meetings, review meetings, and coordination forums.

· Maintain effective communication with project teams and stakeholders.

· Support representation of Concern in relevant technical discussions when delegated.

· Support emergency health and nutrition interventions.

· Participate in rapid assessments during emergencies.

· Monitor continuity of essential health services during crises.

· Support outbreak investigations and response activities.

· Assist in emergency preparedness planning and contingency measures.

Safeguarding and Accountability

· Promote and ensure compliance with Concern's Code of Conduct, P4, and PSEA policies.

· Ensure CHS commitments are integrated into programme implementation.

· Promote accountability to affected populations.

· Ensure complaints and feedback mechanisms are functioning effectively.

· Report safeguarding concerns through appropriate channels.

· Promote inclusion, gender equality, and protection principles across project activities

Core Humanitarian Standards (CHS):

The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams

Job Requirements:

Education and Experience:

ü Health Professional-Medical Doctor

ü MD degree from recognised medical university

ü Holding clinical practice permit/AMC exit exam passed.

ü At least 3 years of experience in technical supervision, mentoring, or quality assurance roles.

ü Experience working with NGOs, UN agencies, or humanitarian health programmes.

ü Experience in HMIS, EPI, Nutrition, RMNCH, and quality improvement initiatives is highly desirable.

ü Experience working in remote and challenging environments.

ü Strong interpersonal and communication skills.

ü Ability to effectively mentor and support multidisciplinary teams.

ü Excellent written and spoken Dari and Pashto.

Good command of English language, especially for reporting and technical communication.
