Position Purpose
Ensure construction activities comply with applicable environmental and social requirements, approved management plans, occupational health and safety standards, community-safety measures, labour requirements, safeguarding commitments and ASLO policies.
Key Duties and Responsibilities
• Complete and update environmental and social screening for each site and identify site-specific risks, mitigation measures, responsibilities and monitoring indicators.
• Prepare, review and monitor site-specific environmental and social management plans, health and safety plans, waste-management arrangements and emergency procedures.
• Conduct routine site inspections covering personal protective equipment, excavation safety, work at height, electrical safety, equipment, access control, first aid, sanitation and emergency readiness.
• Monitor dust, noise, waste, wastewater, material storage, erosion, drainage, hazardous substances and protection of nearby land, water and community assets.
• Ensure safe separation between construction areas and students, teachers and community members through barriers, signage, controlled access and appropriate work scheduling.
• Review contractor labour-management practices, worker induction, codes of conduct, age verification, working conditions, incident reporting and grievance arrangements.
• Coordinate with the Community Mobilizer on consultations, community-health-and-safety messages, social inclusion, site access, complaints and corrective actions.
• Monitor compliance with safeguarding, PSEA, child-protection and prevention of harassment and exploitation requirements; refer concerns through authorized confidential channels.
• Maintain environmental and social monitoring checklists, training records, toolbox-talk records, incident logs, corrective-action trackers and photographic evidence.
• Stop or recommend suspension of activities presenting an immediate serious risk, and promptly inform the Construction Project Manager in line with ASLO procedures.
• Investigate incidents within assigned authority, identify root causes, recommend corrective and preventive actions and follow up closure.
• Provide orientation and practical coaching to contractors, workers and project staff on safeguard and safety requirements.
• Prepare weekly and monthly safeguard reports and contribute accurate data to project and donor reports.
• Support final site restoration, waste clearance, safe handover and closure of outstanding environmental and social actions.
