Job Descriptions:

The Technical Education Officer, based in Ghormach District, Badghis Province, is responsible for providing day-to-day technical support to the Implementing Partner (IP) to ensure the quality implementation of education activities under the project. The position focuses on strengthening teacher capacity through School Management Shura (SMS) and teacher training, monitoring Community-Based Education (CBE) classes, conducting regular field visits, supporting technical quality assurance, and preparing timely technical reports. The officer works closely with the IP, community stakeholders, and the IRC education team to ensure activities are implemented in line with project standards and donor requirements.

Technical Support and Capacity Building

  • Provide continuous technical support and mentoring to the Implementing Partner (IP) to ensure quality implementation of education activities.
  • Plan and facilitate School Management Shura (SMS) training and orientation sessions.
  • Organize and conduct teacher training and refresher training based on the project work plan.
  • Support teachers through classroom observation, coaching, and follow-up visits to improve teaching practices.
  • Conducting social audit session at community level to ensure accountability and transparency of implemented activities.
  • Ensure all training sessions are delivered according to approved training materials and project guidelines.

Monitoring and Quality Assurance

  • Conduct regular monitoring visits to Community-Based Education (CBE) classes in Ghormach District.
  • Observe classroom teaching and provide constructive feedback to teachers and IP staff.
  • Monitor attendance, learning environment, teaching quality, and the use of teaching and learning materials.
  • Identify implementation gaps and recommend practical solutions to improve program quality.
  • Follow up on action points agreed during monitoring visits.

Coordination and Technical Support

  • Maintain close coordination with the Implementing Partner, local education authorities, community leaders, and School Management Shuras.
  • Participate in coordination meetings and provide technical updates to the Education Program Manager.
  • Support the implementation of education activities according to approved work plans and timelines.
  • Coordinate with logistics and operations teams for training and field activity requirements when needed.

Reporting and Documentation

  • Prepare field visit reports, training reports, and monthly technical progress reports.
  • Document achievements, lessons learned, challenges, and recommendations from field activities.
  • Maintain organized technical files, attendance records, monitoring tools, and training documentation.
  • Support data collection, verification, and reporting as required by the project.

Other Responsibilities

  • Ensure compliance with organizational policies, safeguarding standards, and donor requirements.
  • Promote child protection, inclusion, and gender-sensitive approaches in all education activities.
  • Participate in relevant meetings, workshops, and capacity-building events.
  • Perform any other duties assigned by the Education Program Manager or Kabul Office in support of project objectives.
Job Requirements:

·       Bachelor’s degree in education, Social Science (Sociology, Economics, Psychology) and BBA with education experience of 2-3 years (master’s degree preferred in all fields of study)

·       2-3 years of experience in technical education programming

·       Knowledge of local contexts and experience in technical staff support is an advantage.

·       Strong interpersonal, communication, and organizational skills

·       Ability to collaborate with local partners and support high-quality programming.

·       Knowledge of INEE Minimum Standards in emergency preparedness, response, and their application

·       Expertise in training material development, facilitation, delivery, and reporting

·       Strong verbal and written skills in Dari, Pashto, and English

·       Fluency in Pashto (spoken and written) is required, as most project beneficiaries and stakeholders in Ghormach District are Pashto speakers.

·       Ability to work collaboratively and effectively with others.

·       Capacity to work independently, engage with local communities, and manage extended work hours when necessary.

·       Strong communication and reporting skills.

·       Proficiency in computer applications (MS Word, Excel, Access, and Internet) is an advantage.

·       Ability to work professionally and constructively with all individuals, regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background.
