Bu Ali Rehabilitation and Aid Network (BARAN) is a nongovernmental, non-political and independent organization. BARAN has been established in 27.7.2006 registered with the Ministry of Economy (MoEc), Ministry of Public Health (MoPH), Ministry of Education (MoE), in order to deliver standard health care, social and educational services including conducting researches. Special attention is given for the community development by promoting capacity building programs.

Job Descriptions:
  • Ensure all administrative tasks such as office filing systems, incoming and outgoing correspondence, and other administrative task are properly managed.
  • Arrange and coordinate meetings, trainings, workshops, seminars, and other official events.
  • Prepare, receive, register, and maintain all incoming and outgoing official letters in a professional manner.
  • Ensure BARAN administrative and HR regulations, policies, and procedures are communicated to all staff and properly implemented.
  • Monitor staff compliance with BARAN policies, procedures, and code of conduct.
  • Lead and manage the Human Resources function at the provincial level in accordance with BARAN HR policies and procedures.
  • Coordinate recruitment, contracting, onboarding, orientation, and induction of new employees.
  • Ensure all required personnel files and supporting documents are complete and properly maintained for each employee.
  • Conduct orientation sessions for newly recruited staff and provide admin and HR guidance to staff when required.
  • Supervise and monitor the performance of Admin/HR support staff and provide coaching where necessary.
  • Maintain complete and updated personnel records, HR database, and employee information.
  • Prepare and report all newly recruited staff, staff movements, and HR changes to the Project Manager and CMO.
  • Maintain regular communication with the CMO HR and Admin Department regarding admin and HR matters.
  • Ensure timely communication of any changes in admin or HR policies to all project staff.
  • Coordinate and maintain effective communication between the Provincial Office, Health Facilities (HFs), Provincial Public Health Directorate (PPHD), other provincial authorities, and the CMO.
  • Coordinate with the Project Manager to obtain project confirmation approvals, official endorsements, permissions, and required administrative clearances from relevant government authorities.
  • Prepare, compile, and submit all required Admin and HR reports to the CMO within established deadlines.
  • Arrange meetings by identifying venues, preparing agendas, inviting participants, and ensuring proper documentation.
  • Receive and assist official visitors, government representatives, donors, and guests in a professional manner.
  • Record, prepare minutes of meetings, and maintain proper filing of all official meeting documents.
  • Supervise attendance management, verify attendance sheets, and ensure timely preparation of attendance reports.
  • Monitor annual leave, sick leave, absences, and other staff leave records while maintaining accurate documentation.
  • Follow up on pending admin and HR issues to ensure timely completion.
  • Keep the Project Manager informed of important administrative and HR matters, especially during his/her absence.
  • Prepare and submit Daily, monthly, quarterly, and annual administrative and HR reports.
  • Support the implementation of staff performance appraisal and performance review processes.
  • Ensure all Terms of Reference (ToRs) are updated and maintained.
  • Review the monthly payroll by verifying attendance records, leave balances, overtime, salary adjustments, and other payroll-related information in coordination with the Finance Department.
  • Ensure payroll records are accurate, confidential, and submitted on time.
  • Ensure BARAN administrative procedures, policies, and staff establishment are fully implemented across the project.
  • Support the Safety and Security Officer in maintaining communication facilities and emergency preparedness.
  • Ensure proper documentation and filing systems are maintained in all Health Facilities and project departments.
  • Ensure, monitor, and maintain monthly night duty schedules and records.
  • Ensure and maintain confidentiality of all personnel files, payroll information, disciplinary records, and other sensitive organizational information.
  • Support internal and external audits by preparing and providing required admin and HR documentation.
  • Coordinate with government departments, donors, implementing partners, and other stakeholders on administrative matters when delegated by the Project Manager.
  • Ensure timely renewal of contracts, administrative documents, and official project records where applicable.
  • Maintain office inventory records and ensure proper management of office assets and equipment.
Job Requirements:
  • Bachelor’s degree in HR/Admin, Business Administration, Management, or related field
  • 2-3 years of relevant experience in HR or Administration.
  • Knowledge of labor law and HR policies.
  • Ability of maintain employee records and HR documentation.
  • Good understanding of recruitment and onboarding processes.
  • Skills in preparing reports and HR correspondence.
  • Proficiency in Microsoft Office program, especially Excel and word.
