Job Descriptions:

Key Responsibilities

Strategic Procurement Planning and Sourcing

·        Monitor procurement progress continuously against Procurement plan, PRFs timelines and proactively recommend corrective actions to prevent project delays.

·        Prepare high-quality solicitation documents including Requests for Quotations (RFQs), Invitations to Bids (ITBs), and Requests for Proposals (RFPs).

·        Manage bidder inquiries and facilitate technical clarifications in close coordination with the engineering department.

·        Author comprehensive evaluation reports including Technical Evaluation Reports and Bid Evaluation Reports in both English and Dari.

Contract Management and Negotiations

·        Negotiate competitive prices, delivery schedules, and favorable commercial terms with suppliers and contractors.

·        Draft, finalize, and administer purchase orders, FA agreements, and formal contracts in English, Pashto, and Dari.

·        Manage the contract lifecycle by processing amendments, variations, claims, and contractual dispute resolutions.

·        Demonstrate expert knowledge in preparing and verifying procurement documents, including delivery notes, commercial invoices, and receipt reports.

Supply Chain Logistics and Vendor Relations

·        Expedite outstanding orders and maintain rigorous follow-ups to ensure timely delivery of materials to project sites.

·        Resolve procurement-related issues, claims, and shipment discrepancies in a timely and professional manner.

·        Monitor supplier performance against quality standards, delivery metrics, and contractual obligations.

·        Develop and update a Qualified Suppliers Database, identifying alternative vendors to mitigate supply chain risks.

Governance, Compliance, and Reporting

·        Maintain flawless procurement files by archiving accurate physical and electronic records of all bids, contracts, and vendor communications.

·        Update tracking systems daily, including the incoming PRFs, centralized Contract Management Database and Procurement Tracker.

·        Prepare regular status reports to provide management with visibility into procurement velocity and expenditures.

·        Support audit activities by providing fully compliant, organized, and transparent procurement documentation.

Job Requirements:
  • Minimum of 4 years of experience in procurement or supply chain management roles.
  • Experience in the mining and construction industry is preferred.
  • Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
  • Relevant master's degree and procurement certifications (e.g., CSCP, CPSM) are advantageous.
  • Proven experience in procurement or supply chain management, preferably in the mining and construction industry.
  • Familiarity with mining and construction materials, equipment, and related suppliers is advantageous.
  • Proficiency in procurement software, databases, and Microsoft Office Suite.
  • Strong negotiation, contract management, and supplier evaluation skills.
  • Knowledge of supply chain processes, logistics, and inventory management.
  • Experience in developing and implementing procurement strategies and policies.
