About INTERSOS:

Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.

In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.

INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.

While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.

Job Descriptions:

Support the Program Manager and DRR Expert in project design, planning, administration, implementation, monitoring and evaluation of the project activities, data analysis and progress reporting, and enhance teamwork and capacity building in order to ensure the delivery of quality aid to beneficiaries and their communities.

Tasks

Program

  • In coordination with the Program Manager prepare, follow up and update the project activities work plans, ensuring timely and quality implementation in compliance with the defined project strategy and donor guidelines
  • Taking a lead in implementing project activities related to capacity building and technical support to the INTERSOS team on Disaster Risk Reduction (DRR), Disaster Preparedness (DP), and Disaster Management (DM).
  • Serve as a focal person for regular advice or support on Disaster Risk Reduction (DRR), Disaster Preparedness (DP), and Disaster Management (DM) for partner organizations and targeted communities.
  • Taking a lead in conducting service delivery analysis on assessment and response to protection needs of local emergency response systems at targeted communities.
  • Taking a lead in facilitating focus groups and community consultation workshops to collect the data and information from targeted communities for community needs assessment on DRR, DP, and DM ecosystems in the communities.
  • Produce and disseminate the analysis report to INTERSOS, targeted communities, and local authorities to respond to disasters and emergencies and protect women, children, and other vulnerable groups.
  • Facilitating the community consultation workshops in establishing locally owned action plans for capacity building to strengthen the disaster preparedness plan and disaster management plans of the communities
  • Strengthening mechanisms and coordination between community DRR committees and INTERSOS CMDRR Facilitators to ensure that the disaster risk reduction action plans and disaster preparedness plans are collectively agreed upon and implemented in the targeted communities and provinces.
  • Responsible for documenting and facilitating analysis processes related to functioning and gaps related to DRR, DP, and DM in supporting the protection needs of the target population, program adjustment, or future program design.
  • Organize the logistics of the visits
  • Support the Program Manager to draft proposals and project plans to be shared with the stakeholders
  • Check on team members' progress during the phases of the project
  • Monitor progress on a regular basis and give suggestions in timely manner for corrective actions, if necessary
  • Attend regular meetings with field staff to discuss programme progress and results, develop action plans, and take corrective measures as required 
  • Actively participate in coordination meetings if requested
  • Liaise and maintain regular contact with the stakeholders
  • Supervise movements of staffs
  • Upload project materials to the DB and platforms

 

Administration

  • Collect and check field financial documents (invoices, receipts, attendance sheets, etc) and guarantee their delivery to finance office
  • Supervise the payment of project staffs
  • Support the Program Manager in the administrative aspects of the recruitment process
  • Complete other administrative tasks for Program Manager

 

Reporting

  • Compile data and create reports for the Program Manager and DRR Expert
  • Collect and document data on program progress and program monitoring and evaluation in coordination with the Program Manager to provide program data for donor reports and project reports.
  • Support the Program Manager in developing program lessons learned and information necessary for program implementation.
  • Actively participate in, and contribute to, the INTERSOS program meetings and training as relevant.
  • Contribute and ensure that regular reports on field interventions (weekly, monthly, quarterly and annual) are prepared

Job Requirements:

Education

  • Graduate qualifications in a related discipline – Environmental science, social and community development, social work, social sciences, or a similar discipline

 

Professional experience

  • 5 year’s relevant work experience in humanitarian projects/program, including financial management and logistics responsibilities

 

Professional requirements

  • Proposal writing knowledge
  • Familiarity with international donors is preferred
  • Strong writing and editing skills in English with close attention to detail
  • Essential computer literacy (word, excel, and internet)
  • Experience in designing, conducting training, mentoring, and coaching
  • Experience in conducting data collection, need assessment, and report writing
  • Proven ability in designing capacity-building programs and facilitation skills in both online and offline channels
  • Proven technical knowledge in Disaster Risk Reduction, Disaster Preparedness, Disaster Management, and Community Development
  • Proven experience and ability to work with communities
  • Excellent interpersonal and communication skills.
  • Ability to prioritize tasks and work under pressure and ability to be flexible and work in a fast-paced environment under competing deadlines.
