About Hagar International - Afghanistan:

Hagar was established in 1994 in Cambodia to serve and support women and children who have survived severe exploitation and human rights abuses. Hagar International in Afghanistan implements several integrated programs designed to help survivors recover from trauma and rebuild their lives. These include running Child-Friendly Spaces in IDP camps, economic empowerment initiatives and resilient livelihoods programs, community-based child protection programs, humanitarian relief projects, primary health care services, and emergency response activities.

Job Descriptions:

Position Purpose  

The Project Officer supports the project manager with effective implementation of project activities by assisting with planning, coordination, and administration. The Project Officer ensures that  Bridges to Hope and Healing (BHH) project operations run smoothly, by providing supporting documentation, scheduling, communication with stakeholders, and logistical arrangements. This role plays a key part in maintaining timelines, tracking progress, and ensuring compliance with internal procedures and donor requirements.   

The Bridges to Hope and Healing (BHH) project focuses on providing Mental Health and psychosocial support to returnees in Kabul and Paktia provinces.  

Main Duties & Responsibilities  

  • Assist in developing and updating work plans, activity schedules, and budgets. 

  • Support coordination of project activities with relevant partners, government bodies, and field staff. 

  • Participate in planning meetings and workshops. 

  • Support field teams in organizing and delivering MHPSS interventions, monitor progress against work plans, and report issues to the project manager. 

  • Collect and compile field reports and data from activities. 

  • Ensure timely entry and management of data in the Health Management Information System (HMIS) and Hagar databases. 

  • Assist in preparing weekly, monthly, quarterly reports, and timesheets. 

  • Maintain organized records of the project documents, beneficiary lists, meeting minutes, and photos. 

  • Contribute to success stories and case studies as needed. 

  • Support procurement requests, payment processing, and logistics for project activities 

  • Assist with organizing training, workshops, and field visits. 

  • Liaison with local communities' health authorities, NGOs, and other stakeholders under the supervision of the project manager. 

  • Represent the project at local coordination meetings if required. 

  • Ensure all project activities comply with organizational policies, donor guidelines, and safeguarding standards. 

  • Promote accountability and feedback mechanisms at the community level. 

  • Perform any other duties to assist with the running of Hagar projects, as assigned by the supervisor.  

Job Requirements:

Key Selection Criteria 

Education: 

  • Bachelor’s degree in economics, business administration, public administration or any other related field. 

  • Good Knowledge of administrative principles. 

  • Good understanding of national and international organizations working environment.  

Experience: 

  • 3-5 years in humanitarian work, with at least 3 years INGO experience in Health/MHPSS or Protection programming. 

  • Hands-on experience implementing community-based MHPSS activities. 

  • Proven track record in project cycle management (planning, reporting, budgeting, and M&E). 

  • Familiar with the health system and health/MHPSS related projects. 

  • Active participation in MHPSS coordination mechanisms (Clusters/Working Groups) and referral pathway management is desirable. 

  • Experience in using the Health Management Information System (HMIS) 

Skills and Personal Attributes: 

  • Excellent verbal and written communication skills in Dari, Pashto, and English  

  • Computer proficiency    

  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines 

  • Analytical thinker with strong conceptual and problem-solving skills 

  • Willing to travel to provinces if necessary 

  • Ability to synthesize complex information and communicate it effectively to diverse audiences 

  • Strong presentation and negotiation skills 

  • Reporting writing skill   

  • Confidentiality regarding Hagar’s work required
