The Afghanistan Institute for Civil Society (AICS) is a nationally recognized non-governmental organization (NGO) committed to strengthening the role of NGOs in Afghanistan’s development. AICS initially focused on enhancing the institutional effectiveness of NGOs through a certification program based on locally defined and internationally recognized standards. It has also provided capacity-building support and promoted transparency and accountability among NGOs. Furthermore, AICS is actively engaged in capacity-building initiatives and research activities.

Over time, AICS has expanded its scope to include direct implementation and support of education sector programs, particularly in Early Childhood Development (ECD), Community-Based Education (CBE), and Accelerated Learning Programs (ALP). Additionally, AICS conducts capacity-building programs for NGOs and implements research projects in the education sector to support the development of evidence-based strategies, strengthen education systems, and contribute to more effective and informed decision-making by stakeholders at all levels.

Today, AICS continues to serve as a key platform for strengthening NGO capacity, supporting inclusive and quality education services, and generating knowledge to inform policies and practices across the development sector.

  • To support and implement effective education programs across, aimed at improving access to and the quality of learning for Afghan children and youth.
  • To generate practical, evidence-based research that contributes to improved education policies, planning, and service delivery in Afghanistan.
  • To build the institutional capacity of NGOs through tailored training, technical assistance, and performance-based support.
  • To promote transparency, accountability, and quality standards among NGOs/CSOs operating in Afghanistan through the application of certification systems and good governance practices.
  • To facilitate coordination and constructive engagement between NGOs, government entities, and development partners for effective and aligned service delivery.
Job Descriptions:

The Finance Assistant under the direct supervision of the Finance officer / Region Education manager- Baghlan will be responsible for preparing filing, maintaining documents and cash deposit, transfer, tax clearance to MoF & Custom departments, submitting MoEc reports, administration, maintaining accounts, maintaining cash and cash controls, making the entries in cash book, maintaining accounts payable and receiveable. The Finance Assistant must work within the AICS policies and procedures.

  • Make sure as per that all transaction must have supported documents before processing for payment.
  • Make sure that the budget lines in all transactions are booked to the correct budget lines and projects.
  • Processes suppliers invoices and make sure suppliers are paid in a timely manner.
  • Manage petty cash funds, maintain petty cash journal, disburse funds for the petty cash expenses, make the petty cash payments in a timely manner and in consideration of AICS procedures, reconcile petty cash expenses and advances on a daily and monthly basis.
  • Preparing cash count documents on a daily, weekly and monthly basis and always remain organized and prepared for surprise cash counts.
  • Review expense reports by ensuring that the information presented in the expense report accurately represents the expenses incurred and are reasonable project-related expenses and process for payment.
  • Process the staff monthly payroll in a timely manner
  • Deposit in Government Treasury payroll tax contractor/supplier tax, maintain and update data base of tax deducted from contractors and tax payment/deposit.
  • Support Finance officer / Region Education manager- Baghlan in preparation of annual tax return documents for the organization and insure to submit to MOF on time at the end of each physical year.
  • Reconcile bank accounts on daily, weekly and monthly basis and prepare bank reconciliation documents at the end of each month with supporting documents of system and other forms.
  • Review inventory tracker to insure that all purchased equipment added into the system is entered in to the inventory tracker and is physically in place
  • Responsible for maintaining proper filing system. This includes sorting, sequencing, scanning and making sure that proper supporting documents are attached.
  • Maintain proper tracking system of vouchers in and out
  • Provide extensive support during internal and external audits
  • Any other task/s recommended by line manager
  • Attend various meetings on behalf of the Finance department if needed after the line manager approval
  • Ensure that all vouchers and receipts are accurately filed, stamped & recorded in cashbooks and scanning and proper filling.

 

Job Requirements:
  • Excellent knowledge of working with different financial softwares.
  • Prectical working experience and at least 3 years professional work in National NGO.
  • Be able to work under pressure with tight deadline
  • Bachelor’s degree in Business Administration, Economics, Finance or accounting.lexible in travel within and outside the country for handling financial matter of the organization when needed.
  • Strong computer spreadsheet/word processing skills
  • Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment.
