Job profile

Civil Engineers working in rural communities will be responsible for overseeing all engineering aspects of the project, including planning, organizing, implementation, coordination, and reporting at both provincial and district levels. Under the supervision of the Provincial Coordinator, the Civil Engineers will implement project activities at the community level. He/she will work closely with field staff and project beneficiaries in Ghor and Daikundi provinces.

Responsibilities:

  • Conducted comprehensive technical engineering assessments for Cash-for-Work (CfW) projects, including site surveys, engineering design, cost estimation, material specification and quantification, and deployment of skilled and unskilled labor.
  • Led the identification, selection, and supervision of skilled and unskilled workers for watershed management activities, cold storage construction projects, and community-based Cash-for-Work interventions.
  • Performed detailed engineering surveys, designs, and cost estimates for watershed infrastructure, including trenches, terraces, gully plugs, water reservoirs, and other soil and water conservation structures.
  • Undertook technical assessments and engineering planning for cold storage facilities, ensuring accurate design specifications, cost estimates, labor requirements, and material identification.
  • Provided technical support to Community Development Councils (CDCs) and Watershed Management Committees (WMCs), ensuring effective management and safeguarding of construction materials, tools, and equipment throughout project implementation.
  • Prepared detailed technical drawings, engineering designs, Bills of Quantities (BoQs), cost estimates, and infrastructure maps for new construction, rehabilitation, and upgrading projects.
  • Conducted feasibility studies and developed detailed engineering designs to support project planning, implementation, and resource allocation.
  • Developed project proposals, engineering plans, and technical documentation for infrastructure development and service delivery initiatives.
  • Supported Watershed Management Committees in the preparation and implementation of watershed management master plans, providing engineering and technical expertise.
  • Monitored and evaluated soil and water conservation interventions, including trenches, terraces, ponds, reservoirs, and gully plugs, to ensure compliance with technical standards and project objectives.
  • Produced accurate and timely project progress reports, technical reports, and implementation updates for management and donor reporting requirements.
  • Facilitated participatory monitoring processes with CDCs, WMCs, and community members, ensuring quality assurance and accountability throughout project implementation.
  • Supervised project workers and field teams, providing technical guidance and monitoring performance to ensure efficient execution of activities.
  • Conducted regular field monitoring of Cash-for-Work interventions in rural communities to ensure adherence to project plans, quality standards, and timelines.
  • Verified and ensured proper approval, documentation, and filing of project financial records and supporting documents in coordination with CDCs and WMCs.
  • Prepared comprehensive activity reports and technical documentation, submitting findings and recommendations to the Project Coordinator and Project Manager for decision-making and project improvement.
Job Requirements:

Education & Professional Qualification

The position holder must possess a Bachelor’s degree in Engineering with extensive professional experience in projects implementation.

Work Experience

  • 4 years’ Work experience in rural communities
  • Experience as engineer in rural Afghan or similar environments in community driven development project or programs.

 Key Skills and Competencies

  • Fluency in written English and demonstrated ability to write and lay out high-quality documents,
  • Knowledge of Dari and Pashtu is compulsory.
  • High-level proficiency in office applications, including spread sheets, word processing, PowerPoint, and Outlook.
  • Excellent conceptual and analytical skills able to distil key ideas with clarity and precision.
  • Strong organizational and coordination skills, able to work with significant levels of autonomy, manage personal priorities and meet tight deadlines.
  • Resilience to live, travel and work in isolated and possibly insecure locations.
  • Flexible and dynamic with the ability to deal with difficult, often ambiguous and challenging situations and creatively solve problems.
  • Clear and firm commitment to the rights, equality, role and empowerment of women, minorities and persons with disabilities.
