Background:
Under the direct supervision of Provincial Coordinator, WASH Engineer will support the implementation of WASH-related infrastructure activities in targeted communities in Ghor Province. The position will focus on the design, rehabilitation, construction, supervision, and quality assurance of facilities and WASH infrastructure in accordance with approved standards, donor requirements, and humanitarian principles. WASH Engineer will work closely with education teams, community representatives, contractors, provincial authorities, and donor representatives to ensure safe, inclusive, and quality infrastructure services for children, including children with disabilities.
Duties and responsibilities:
- Design community-based schools in accordance with approved standards and structural requirements;
- Prepare technical drawings, site plans, construction layouts, Bills of Quantities (BoQs), cost estimations, and material specifications;
- Conduct site assessments, surveys, and feasibility studies for school construction;
- Develop construction and rehabilitation workplans and implementation schedules;
- Ensure infrastructure designs are accessible and inclusive for children with disabilities;
- Supervise light rehabilitation of classrooms and construction of WASH facilities in accordance with approved technical standards, timelines, and budgets;
- Monitor construction and rehabilitation activities through regular site visits to ensure quality, compliance, and timely progress;
- Verify the quality and quantity of construction materials and monitor contractor performance, providing technical guidance where necessary;
- Ensure health and safety measures are properly implemented at construction sites;
- Conduct technical inspections, identify defects, recommend corrective actions, and certify completed works;
- Maintain proper documentation of technical drawings, approvals, progress reports, material tracking, contractor payments, completion certificates, and handover documents;
- Participate in project coordination meetings and technical working groups with relevant stakeholders;
- Support community mobilization and facilitate community participation in site selection, monitoring, and implementation processes;
- Prepare regular progress reports and contribute to project assessments, evaluations, and donor monitoring visits;
- Document lessons learned, challenges, and best practices related to infrastructure and WASH activities;
- Responsible for implementation of all WASH activities (Solar pipe schemes, construction of well and installation of hand pumps, construction of latrines and bathing facilities) in the assigned project.
- Support logistics and technical planning considering harsh weather conditions, difficult terrain, and remote areas;
- Promote the appropriate use of locally available construction materials and weather-resistant construction approaches, including winterization measures;
- Supervise emergency repair and maintenance activities following seasonal damage caused by floods, snow, or other natural hazards;
- Coordinate with local elders, communities, and authorities to ensure acceptance, smooth implementation, and security of infrastructure activities.
- Report safeguarding concerns immediately following organizational protocols, and proactive in respect to child protection policy, PSEA and code of conduct.
