Job Descriptions:

Purpose of the Position

The Supply Chain Officer supports the effective planning, implementation, and monitoring of all supply chain activities, including procurement, logistics, warehouse operations, asset management, fleet coordination, inventory management, contract administration, and supplier relationship management. The incumbent ensures compliance with organizational policies, donor regulations, and applicable national laws.

In the absence of the Supply Chain Manager, the Supply Chain Officer serves as the acting focal point for the Supply Chain Department and provides day-to-day coordination and oversight of the Procurement, Logistics, and Contracts Units to ensure uninterrupted operations.

Job Requirements:

Key Responsibilities

1. Procurement Management

  • Manage procurement processes for goods, services, and works in accordance with organizational procurement policies.
  • Review procurement requests for completeness and compliance.
  • Prepare RFQs, RFPs, ITBs, EOIs, tender documents, bid evaluation reports, and purchase orders.
  • Coordinate procurement committees and maintain procurement documentation.
  • Ensure procurement plans are implemented efficiently.
  • Monitor procurement lead times and supplier performance.
  • Maintain procurement records and ensure audit readiness.

2. Contract Management

  • Prepare, review, and monitor supplier and service contracts.
  • Ensure contract compliance and monitor deliverables.
  • Maintain the contract database and contract tracking system.
  • Coordinate contract amendments, renewals, and close-outs.
  • Monitor vendor performance and contractual obligations.

3. Logistics Management

  • Coordinate transportation and delivery of goods.
  • Monitor fleet operations where applicable.
  • Ensure proper warehouse and inventory management.
  • Oversee receipt, storage, and dispatch of supplies.
  • Ensure proper documentation for deliveries and stock movements.
  • Coordinate customs clearance and shipment tracking when required.

4. Inventory and Asset Management

  • Monitor stock levels and inventory records.
  • Ensure regular physical inventory counts.
  • Coordinate asset registration, tagging, transfer, and disposal.
  • Maintain accurate inventory and asset databases.

5. Supplier Relationship Management

  • Develop and maintain supplier databases.
  • Conduct supplier evaluations and performance assessments.
  • Promote fair competition, transparency, and ethical procurement.
  • Support supplier market assessments.

6. Compliance and Risk Management

  • Ensure compliance with organizational procurement manuals, donor requirements, and local regulations.
  • Identify supply chain risks and recommend mitigation measures.
  • Support internal and external audits.
  • Maintain complete procurement and logistics documentation.

7. Reporting

  • Prepare weekly and monthly supply chain reports.
  • Monitor procurement KPIs and logistics performance indicators.
  • Provide management with updates on procurement status, contract implementation, and logistics activities.

8. Coordination

  • Coordinate closely with Finance, Programs, Administration, HR, and Project Teams.
  • Support project implementation through timely procurement and logistics services.
  • Participate in planning meetings and procurement review meetings.

Acting Responsibilities

During the absence of the Supply Chain Manager, the Supply Chain Officer shall:

  • Serve as the Acting Supply Chain Manager.
  • Coordinate and supervise Procurement, Logistics, and Contracts Units.
  • Review procurement plans and procurement files.
  • Monitor procurement workflow and ensure timely completion.
  • Review technical evaluations and procurement recommendations.
  • Ensure compliance with procurement thresholds and approval authorities.
  • Represent the Supply Chain Department in coordination meetings.
  • Coordinate with senior management regarding supply chain matters.
  • Escalate strategic issues requiring management decisions.
  • Monitor contract implementation and supplier performance.
  • Ensure continuity of all supply chain operations.
  • Prepare management updates and operational reports.
  • Perform other delegated responsibilities assigned by senior management.
