Job Summary:

The Health Supervisor is responsible for the technical and operational supervision of health and nutrition services implemented under BPHS/EPHS and donor-funded projects. The position ensures quality implementation of primary healthcare, maternal and child health, nutrition, communicable disease control, and community-based health interventions in accordance with the Afghanistan Ministry of Public Health (MoPH) policies, BPHS/EPHS standards, donor requirements, and organizational guidelines.

The Health Supervisor provides supportive supervision, technical mentoring, capacity building, monitoring, managing, controlling, coordination, and quality assurance to ensure efficient and effective delivery of health and nutrition services.

 

Key Responsibilities

  • Support the planning, coordination, implementation, and monitoring of health and nutrition project activities in accordance with approved work plans, budgets, donor requirements, organizational policies, and Afghanistan MoPH BPHS/EPHS standards.
  • Develop and monitor detailed implementation plans to ensure project activities are completed on time and achieve planned objectives.
  • Coordinate project implementation with health facility teams, district health authorities, community structures, and other relevant stakeholders to ensure effective service delivery.
  • Monitor project progress, identify implementation gaps and challenges, and recommend appropriate corrective actions to improve project performance.
  • Conduct regular supportive supervision visits to supported health facilities using standard MoPH supervision tools and checklists.
  • Supervise and monitor the quality of health and nutrition services, including Maternal and Newborn Health (MNH), Child Health (IMNCI), Nutrition (CMAM, IYCF, Micronutrient Supplementation), Expanded Programme on Immunization (EPI), Reproductive Health and Family Planning, Communicable Disease Prevention and Control, Mental Health and Psychosocial Support (MHPSS), and Infection Prevention and Control (IPC).
  • Ensure quality implementation of outpatient consultations and integrated primary healthcare services in accordance with BPHS/EPHS and national clinical guidelines.
  • Ensure compliance with national treatment protocols, clinical standards, infection prevention and control measures, and quality-of-care requirements.
  • Monitor the screening, referral, treatment, and follow-up of children with acute malnutrition and pregnant and lactating women requiring nutrition services.
  • Ensure the continuous availability and appropriate use of essential medicines, vaccines, nutrition commodities, medical supplies, and equipment, and coordinate with pharmacy and logistics teams to address shortages.
  • Promote integrated health and nutrition service delivery and patient-centered care across all supported health facilities.
  • Provide on-site technical guidance, mentoring, coaching, and supportive supervision to health facility staff to improve technical knowledge, clinical skills, and service quality.
  • Identify training needs of project staff and organize or facilitate on-the-job coaching, refresher trainings, and capacity-building sessions.
  • Strengthen the capacity of health workers in BPHS implementation, clinical standards, documentation, reporting, quality improvement, and patient safety.
  • Follow up on the implementation of recommendations from previous supportive supervision visits and quality improvement action plans.
  • Monitor project performance against approved indicators, targets, work plans, and donor requirements.
  • Conduct routine field monitoring visits to verify the quality and progress of project implementation.
  • Verify the completeness, accuracy, consistency, and timeliness of HMIS and project data and support routine data quality improvement activities.
  • Ensure timely submission of monthly reports from supported health facilities and contribute to the preparation of monthly, quarterly, annual, and donor reports.
  • Prepare supportive supervision reports, monitoring reports, technical updates, success stories, case studies, lessons learned, and other project documentation.
  • Maintain accurate records of supervision visits, monitoring activities, training sessions, and project documentation, ensuring proper filing and archiving.
  • Support the implementation of community-based health and nutrition interventions through Community Health Supervisors (CHSs), Community Health Workers (CHWs), and community structures.
  • Promote health education, behavior change communication (BCC), nutrition education, Infant and Young Child Feeding (IYCF) counselling, and community awareness activities.
  • Strengthen referral mechanisms between communities and health facilities to ensure continuity of care.
  • Coordinate and maintain effective collaboration with the Provincial Public Health Directorate (PPHD), District Health Offices, health facility management, UN agencies, NGOs, Health Cluster partners, and other stakeholders.
  • Collaborate closely with internal departments, including HMIS, Monitoring and Evaluation (M&E), Pharmacy, Supply Chain, Finance, Human Resources, and Administration, to ensure effective project implementation.
  • Ensure compliance with Afghanistan MoPH policies and guidelines, BPHS/EPHS standards, National Clinical Guidelines, donor regulations, organizational policies and SOPs, safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) policies, Code of Conduct, and principles of gender equality, inclusion, accountability, and confidentiality.
  • Stay updated on national policies, technical guidelines, and emerging best practices in public health and nutrition, and apply them to improve project implementation.
  • Perform any other duties assigned by the Health Project Manager or Health Coordinator to support the successful implementation of health and nutrition projects.
Job Requirements:
  • Bachelor's degree in Medicine (MD), Public Health, Nursing, or another relevant health discipline.
  • A Master's degree in Public Health (MPH) or related field is an advantage.
  • Minimum 3–5 years of experience in health program implementation with NGOs, UN agencies, or the Ministry of Public Health.
  • Experience working under BPHS/EPHS projects.
  • Demonstrated experience in supportive supervision, quality improvement, and health facility management.
  • Experience managing donor-funded health and nutrition projects.
  • Experience working in remote and hard-to-reach areas of Afghanistan is preferred.
  • Fluency in Dari and/or Pashto (spoken and written).
  • Fluency in English (both written and spoken) for technical reporting and donor communication.
  • Based in the provincial office with frequent travel to health facilities and communities, including remote and insecure areas.
  • May require occasional work outside normal office hours to meet operational and reporting deadlines.

 

Technical Skills & Core Competencies

 

·         Strong knowledge of BPHS/EPHS service delivery and Afghanistan MoPH policies, guidelines, and treatment protocols.

·         Good understanding of HMIS/DHIS2 and health data reporting systems.

·         Experience with Monitoring, Evaluation, Accountability, and Learning (MEAL) systems.

·         Strong leadership, team management, planning, coordination, and supervisory skills.

·         Excellent communication, interpersonal, analytical, problem-solving, and report-writing skills.

·         Proficiency in Microsoft Office (Word, Excel, PowerPoint).

·         Results-oriented with strong organizational and decision-making abilities.

·         Ability to work under pressure, meet deadlines, and ensure accountability.

·         Commitment to humanitarian principles, ethics, safeguarding, and confidentiality.

·         Flexible and willing to travel frequently to field locations, including remote areas.
