Job Descriptions:

Job Purpose

The Reproductive Health (RH) Officer / PSEA Focal Point is responsible for planning, implementing, monitoring, and improving reproductive health services while ensuring that all organizational activities comply with the organization's Prevention of Sexual Exploitation and Abuse (PSEA) policy. The position supports quality maternal, newborn, and reproductive healthcare, promotes community awareness, strengthens referral systems, and leads PSEA prevention, reporting, awareness, and capacity-building initiatives within the project.

Key Responsibilities

A. Reproductive Health Responsibilities

  • Plan, organize, and supervise reproductive health activities in accordance with national guidelines and donor requirements.
  • Ensure high-quality maternal, newborn, family planning, antenatal care (ANC), postnatal care (PNC), and reproductive health services.
  • Support emergency obstetric and newborn care services where applicable.
  • Ensure availability of essential RH medicines, equipment, and supplies.
  • Monitor implementation of reproductive health protocols and clinical standards.
  • Conduct supportive supervision and mentoring for RH staff.
  • Coordinate referrals for complicated obstetric and gynecological cases.
  • Promote infection prevention and control (IPC) measures.
  • Conduct community awareness sessions on:
    • Maternal health
    • Family planning
    • Safe motherhood
    • Adolescent reproductive health
    • Breastfeeding
    • Gender-based violence (GBV) awareness
  • Prepare monthly, quarterly, and annual RH reports.
  • Maintain accurate patient records and RH statistics.
  • Monitor RH indicators and recommend improvements.

B. PSEA Responsibilities

  • Serve as the organization's designated PSEA Focal Point at the project/site level.
  • Promote zero tolerance for sexual exploitation and abuse.
  • Ensure implementation of organizational PSEA policies and codes of conduct.
  • Conduct regular PSEA awareness sessions for staff, volunteers, contractors, and community members.
  • Display PSEA awareness materials and reporting mechanisms at project sites.
  • Support confidential reporting of SEA concerns while maintaining survivor-centered principles.
  • Receive SEA allegations in accordance with organizational procedures and immediately refer them through approved reporting channels.
  • Maintain confidentiality, impartiality, and professionalism in handling reports.
  • Coordinate with HR, safeguarding, and management on PSEA implementation.
  • Support risk assessments and mitigation planning related to SEA.
  • Maintain PSEA training records and attendance.
  • Ensure all new employees receive mandatory PSEA orientation.
  • Monitor compliance with safeguarding standards.
  • Participate in safeguarding and protection meetings.
  • Submit periodic PSEA activity reports.

Coordination

  • Coordinate with Ministry of Public Health (MoPH) representatives.
  • Collaborate with health facility staff and community leaders.
  • Work closely with HR, Protection, Safeguarding, GBV, and Program teams.
  • Coordinate with partner organizations and referral service providers.
  • Participate in coordination meetings and technical working groups.

Monitoring and Reporting

  • Monitor project performance indicators.
  • Maintain RH and PSEA databases.
  • Prepare weekly, monthly, quarterly, and annual reports.
  • Ensure timely submission of donor reports.
  • Document lessons learned and best practices.

Capacity Building

  • Train healthcare workers on RH guidelines and protocols.
  • Conduct PSEA orientation for all staff and volunteers.
  • Mentor newly recruited RH staff.
  • Support continuous professional development initiatives.

Job Requirements:

Education

  • Bachelor's degree in Midwifery, Nursing, Public Health, Medicine, or a related health field.
  • Master's degree in Public Health (MPH) is an advantage.

Experience

  • Minimum 3–5 years of experience in reproductive health programming.
  • Experience in humanitarian or development projects.
  • Experience implementing PSEA or safeguarding activities.
  • Experience conducting training and community awareness sessions.
  • Experience working with NGOs or UN agencies is preferred.

Technical Skills

  • Strong knowledge of reproductive health and maternal health programming.
  • Knowledge of PSEA principles and safeguarding standards.
  • Familiarity with national health policies and donor requirements.

Safeguarding Responsibilities

The RH Officer / PSEA Focal Point is responsible for promoting a safe working environment and ensuring that all beneficiaries, staff, and community members are protected from sexual exploitation, abuse, harassment, and other forms of misconduct. The post holder must immediately report any safeguarding concerns through approved organizational reporting mechanisms and adhere to survivor-centered principles at all times.

Working Conditions
