Job Descriptions:

Job Purpose:

The HMIS Officer is responsible for collecting, verifying, analyzing, managing, and reporting health data to ensure the availability of accurate and timely information for decision-making, service improvement, and compliance with Ministry of Public Health (MoPH) and donor reporting requirements. The officer will oversee HMIS implementation, data quality assurance, DHIS2 reporting, and staff capacity building.

Key Responsibilities

 Data Collection and Reporting

  • Collect, compile, and validate HMIS data from all hospital departments and wards.
  • Ensure timely submission of daily, weekly, monthly, quarterly, and annual reports.
  • Enter and update health data in DHIS2 and other approved databases.
  • Prepare statistical reports and performance indicators for hospital management.

 Data Quality Assurance

  • Verify completeness, accuracy, and consistency of HMIS reports.
  • Conduct routine data quality assessments and validation exercises.
  • Identify reporting errors and provide feedback to relevant departments.
  • Maintain proper filing and archiving of HMIS records and reports.

HMIS System Management

  • Ensure proper implementation and use of HMIS tools, registers, tally sheets, and reporting formats.
  • Maintain the functionality of DHIS2 and hospital information systems.
  • Safeguard electronic databases and perform regular data backups.
  • Ensure confidentiality and security of patient and hospital information.

 Capacity Building and Supervision

  • Train hospital staff on HMIS procedures, data recording, and reporting requirements.
  • Conduct supportive supervision visits to hospital departments.
  • Provide technical assistance to staff regarding HMIS tools and reporting systems.
  • Promote a culture of data use for decision-making.

Coordination and Communication

  • Coordinate with Provincial Public Health Directorate (PPHD), MoPH HMIS Department, and implementing partners.
  • Participate in HMIS, monitoring, and coordination meetings.
  • Share timely feedback on reporting performance and data quality issues.
  • Support preparation of donor and management reports when required.
Job Requirements:
  • Bachelor's degree in Public Health, Health Information Management, Statistics, Computer Science, or a related field.
  • Minimum 2–3 years of experience in HMIS, M&E, or health data management.
  • Strong knowledge of DHIS2 and HMIS reporting systems.
  • Proficiency in MS Excel, Word, and database management.
  • Fluency in Dari and Pashto; knowledge of English is an asset.
  • Strong analytical, communication, and report-writing skills.
