Job Summary

Team for Security Services (TM4) is seeking a qualified and experienced Deputy Programme Manager (DPM) to support the Programme Manager in the successful delivery of a large-scale security services contract in Afghanistan.

The Deputy Programme Manager will assist in overseeing contract implementation, personnel management, client coordination, operational planning, compliance, and reporting requirements. The successful candidate will act on behalf of the Programme Manager during periods of absence and ensure continuity of contract operations.

The position requires a dynamic leader with strong organizational, management, and communication skills, capable of working effectively in a high-risk and fast-paced operational environment.

Key Responsibilities

  • Support the Programme Manager in the overall management and delivery of contractual obligations.
  • Assist in maintaining effective relationships with client representatives and stakeholders.
  • Coordinate day-to-day contract administration and operational activities.
  • Monitor personnel performance, welfare, discipline, and compliance with company policies.
  • Assist in workforce planning, recruitment coordination, deployment management, and succession planning.
  • Ensure operational readiness of personnel, equipment, vehicles, and resources.
  • Support training, mentoring, and professional development initiatives.
  • Monitor operational risks and assist in implementing mitigation measures.
  • Prepare periodic reports, operational updates, incident reports, and management briefings.
  • Coordinate with internal departments to facilitate efficient contract delivery.
  • Support emergency response, crisis management, and business continuity planning.
  • Act as the Programme Manager's designated representative during periods of leave, travel, or absence.
  • Ensure compliance with contractual requirements, company procedures, and applicable regulations.
Job Requirements:

Required Qualifications and Experience

  • Bachelor's Degree from a recognized university.
  • Degree in Military Studies, Police Sciences, Security Management, International Relations, Business Administration, or a related field is preferred.
  • Military or Police background with a minimum rank of Non-Commissioned Officer (NCO); commissioned officer experience is an advantage.
  • Minimum three (3) years of experience as Deputy Programme Manager, Project Manager, Operations Manager, Site Manager, Security Manager, or a similar leadership role.
  • Minimum two (2) years of experience working in high-risk or conflict-affected environments.
  • Experience supporting security, defense, logistics, or support service contracts.
  • Knowledge of contract administration and operational management principles.
  • Strong leadership, organizational, and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Fluency in written and spoken English is required.
  • Strong computer literacy, including proficiency in Microsoft Office applications.

Preferred Qualifications

  • Former Military Officer or Senior Police Officer.
  • Experience supporting international security contracts.
  • Experience working with diplomatic missions, international organizations, government agencies, or multinational clients.
  • Relevant professional certifications in Security Management, Project Management, Leadership, or related disciplines.
  • Experience supervising multicultural teams in challenging operational environments.
