The Site Engineer will be responsible for the planning, design, supervision, monitoring, and quality control of construction and rehabilitation activities under the project. The position requires ensuring that all construction works are implemented according to approved designs, technical specifications, Bills of Quantities (BoQs), project standards, donor requirements, and organizational policies. The Site Engineer will play a key role in the successful implementation of Community-Based School (CBS) infrastructure activities under the GPE-STG project.
Key Duties and Responsibilities
Technical Planning, Survey, and Design
- Conduct site surveys and prepare site sketches for the construction of Community-Based Schools (CBS) and other project facilities in accordance with GPE-STG and project standards.
- Assess site conditions and provide technical recommendations for construction and rehabilitation activities.
- Prepare, review, and verify architectural and engineering drawings, school design sketches, technical specifications, and construction plans.
- Prepare and/or review Bills of Quantities (BoQs), cost estimates, and technical documentation required for project implementation.
- Ensure that designs and construction documents comply with applicable engineering standards, project requirements, and donor guidelines.
Construction Supervision and Site Management
- Supervise and monitor all construction and rehabilitation activities at project sites.
- Ensure that all works are implemented according to approved drawings, specifications, BoQs, and contractual requirements.
- Take overall responsibility for project activities at the construction site and ensure timely completion of works.
- Monitor contractors’ performance and ensure compliance with project requirements.
- Verify quantities of completed works and certify measurements against approved BoQs.
- Maintain daily oversight of construction progress and site activities.
Quality Assurance and Control
- Monitor the quality of construction materials, workmanship, and completed works.
- Ensure compliance with engineering standards, building codes, project specifications, and donor requirements.
- Conduct regular site inspections and quality assessments.
- Identify defects, non-compliance issues, and construction risks, and recommend corrective actions.
- Maintain quality control records, inspection reports, and testing documentation.
Health, Safety, and Environmental Compliance
- Ensure compliance with occupational health, safety, and environmental standards at all project sites.
- Monitor implementation of safety measures and ensure safe working conditions for all personnel.
- Ensure that all project safety requirements are adhered to in accordance with project specifications.
- Report accidents, incidents, and safety concerns in a timely manner.
Resource and Workforce Management
- Monitor and control the attendance of skilled and unskilled laborers at project sites.
- Prepare attendance records and labor reports to facilitate timely salary and wage payments.
- Ensure cost-effective implementation of project activities through efficient use of resources.
- Monitor and control the utilization of construction materials, equipment, and supplies.
- Oversee the proper use, maintenance, and safeguarding of project vehicles, tools, and equipment.
Coordination and Problem Solving
- Coordinate with contractors, consultants, community representatives, government authorities, and project staff.
- Participate in technical meetings and provide updates on project progress.
- Support technical assessments, surveys, and infrastructure evaluations.
- Assist in resolving technical, operational, and implementation challenges.
- Collaborate with project stakeholders in addressing community-related issues that may affect project implementation.
Project Modifications and Documentation
- Prepare variation orders, amendment requests, and technical modification documents when project changes are required.
- Submit project amendment and variation documentation for review and approval by the relevant authorities.
- Maintain accurate records of drawings, BoQs, approvals, site correspondence, and project files.
- Ensure that all project documentation is maintained in accordance with SSEOA policies and procedures.
- Review and verify as-built drawings and project completion documents.
Monitoring, Reporting, and Handover
- Maintain daily records of project progress, completed works, labor deployment, and site activities.
- Prepare and submit daily, weekly, monthly, and final project reports.
- Monitor project schedules and identify potential delays and risks.
- Prepare project completion reports and support final inspections and handover processes.
- Ensure proper archiving and filing of all engineering and project documentation.
Other Responsibilities
- Comply with all organizational policies, including safeguarding, PSEA, anti-fraud, health and safety, and code of conduct requirements.
- Perform any other duties assigned by authorized supervisors in accordance with the rules, regulations, and operational requirements of SSEOA.
