The Position:

The Programme Analyst, Family Planning/Reproductive Health Commodity Security (FP/RHCS) contributes to the effective planning, implementation and monitoring of United Nations Population Fund (UNFPA) programmes in Afghanistan related to family planning and reproductive health commodity security. 

Through analysis of relevant political, social and economic trends, the incumbent supports the delivery of UNFPA interventions aimed at strengthening access to reproductive health services and commodities within the context of addressing basic human needs (BHN). 

Working within the Maternal and Reproductive Health Unit, the Programme Analyst collaborates closely with programme, supply chain management, and operations units, as well as local authorities, civil society organizations, humanitarian actors and implementing partners.

The position supports the strengthening of systems for forecasting, procurement coordination, supply chain monitoring and programme implementation to help ensure the availability, equitable distribution and accountability of reproductive health commodities. 

The Programme Analyst contributes to the implementation of UNFPA-supported initiatives that improve access to family planning services and life-saving reproductive health commodities for women, adolescents and vulnerable populations in Afghanistan. 

The position reports directly to the Programme Specialist, Reproductive Health / Family Planning (RH/FP).

 

Job Descriptions:

Job Purpose:

The Programme Analyst FP/RHCS, positioned within the Maternal and Reproductive Health (MRH) Unit, provides technical and programmatic support to the implementation and monitoring of UNFPA programmes aimed at strengthening family planning services and reproductive health commodity security in Afghanistan. The role focuses on supporting forecasting and quantification processes and programme implementation to help ensure the uninterrupted availability, equitable distribution and proper management of family planning and essential maternal health commodities within the context of addressing basic human needs (BHN).

The Programme Analyst FP/RHCS supports policy engagement, forecasting and quantification processes, and programme management to prevent stock-outs and safeguard access to life-saving reproductive health services, particularly for women and vulnerable populations.

You would be responsible for:

Programme Development and Technical Support

  • Contribute to the design, planning and implementation of UNFPA interventions related to family planning and reproductive health commodity security within the framework of addressing basic human needs (BHN).
  • Analyze relevant political, social and economic trends affecting access to reproductive health services and commodities and provide inputs to programme design and planning.
  • Provide technical inputs to local authorities, implementing partners and relevant stakeholders to strengthen family planning programming and reproductive health commodity management, including strengthening of Logistics Management Information System (LMIS) for RH commodities
  • Support the integration of global standards, technical guidance and evidence-based approaches in UNFPA-supported interventions.
  • Participate in relevant coordination mechanisms and technical working groups related to reproductive health, family planning and commodity security.

Supply Chain and Commodity Security

  • Lead and support the strengthening of supply chain systems for reproductive health commodities
  • Coordinate and contribute to national forecasting and quantification exercises, including integration of maternal health and family planning commodity requirements
  • Collaborate with relevant authorities and partners on annual procurement planning
  • Coordinate with UNFPA Supply Chain Management to ensure timely procurement, shipment tracking, quality assurance and delivery of commodities
  • Monitor stock status trends and proactively flag risks of stock-outs
  • Support inventory management, spot checks, audits, and compliance with UNFPA Supplies Partnership requirements
  • Promote accountability, transparency, and last-mile assurance mechanisms

Programme Management , Coordination and capacity building 

  • Manage the UNFPA Supplies Partnership Programme in Afghanistan
  • Develop and monitor work plans with implementing partners
  • Ensure results-based monitoring, timely reporting, and quality assurance
  • Document lessons learned and best practices
  • Strengthen coordination mechanisms with government counterparts, NGOs, and development partners
  • Assist in building capacity of implementing partners and stakeholders on RH supply chain system, and information tracking and management. 

Partnerships, Advocacy and Resource Mobilization

  • Analyze the political, social, and economic environment in Afghanistan as it relates to FP/RH
  • Strengthen partnerships with local partners, civil society organisations and international actors working in reproductive health and family planning.
  • Contribute to preparation of concept notes, technical proposals, donor reports, and resource mobilization materials and other UNFPA communication materials. 
  • Develop technical briefs, advocacy materials, and communication products to enhance programme visibility 
  • Perform any other duties as may be assigned by the supervisor or designated authority.
Job Requirements:

Education:

Advanced university degree in Public health, Medicine or other related social science field is required.

Knowledge and Experience: 

  • At least 2 years of professional experience in reproductive health, family planning, and/or health supply chain management is required.
  • Experience in programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners, including civil society and private sector is desirable. 
  • Practical experience in design, monitoring and evaluation of development projects is desirable.
  • Field experience is an asset. 
  • Prior experience in the UN system is an asset.
  • Experience using Microsoft Office software packages, Cloud applications, like Google Suite, and web-based ERP management systems, such as, the Oracle, Quantum, QuantumPlus, Quantum PowerBI, etc. is desirable.
  • Some experience in health financing will be an added advantage.

Languages: 

Fluency in English and local language Dari and/or Pashto is required. Working knowledge of other UN languages would be an asset.
