Health Efficient, Accessible, Long-Lasting and Treatment at Homeland Organization (HEALTHO) is a non-governmental, non-profit and non-political Afghan national organization established and registered with the Ministry of Economy in 2012.

The purpose of HEALTHO is to contribute to the development of Afghan society through providing health and education services, arranging capacity building programs and imparting vocational skills training, ensure food security and emergency relief assistance in times of natural or man-made calamities.

Job Descriptions:

The Procurement and Logistics Officer will support the efficient procurement, logistics, and supply chain management of HEALTHO. The position is responsible for ensuring timely, transparent, and compliant procurement processes, proper delivery and tracking of goods and services, and effective logistics and asset management in line with organizational policies and donor requirements.

Duty and Responsibilities:

  • Support procurement of goods, services, and works in line with approved plans, budgets, organizational policies, and donor requirements.
  • Prepare, review, and maintain procurement documents, including requisitions, quotations, bid comparisons, purchase orders, and contracts.
  • Coordinate with suppliers and internal departments to ensure timely procurement and delivery of project items.
  • Ensure fair, transparent, and competitive procurement practices throughout the procurement cycle.
  • Manage the receipt, transport, storage, and distribution of project materials and equipment.
  • Maintain accurate logistics records, including delivery notes, waybills, goods received notes (GRNs), and stock movement records.
  • Keep updated records of assets, inventory, and stock, and support regular physical verification.
  • Ensure proper storage, labeling, tracking, and issuance of goods in line with organizational procedures.
  • Maintain complete, organized, and audit-ready procurement and logistics files.
  • Coordinate with programme, finance, administration, and field teams to support timely project implementation.
  • Prepare procurement, logistics, and inventory tracking reports as required.
  • Support audits, monitoring visits, stock counts, and other supply chain-related tasks assigned by management.
  • Perform any other relevant procurement and logistics duties as required.
Job Requirements:
  • Bachelor's degree in Procurement, Business Administration, Management, Supply Chain, Logistics, or another relevant field.
  • Minimum 3 years of relevant professional experience in procurement, logistics, supply chain, or operations, preferably with NGOs or development organizations.
  • Good knowledge of procurement procedures, logistics management, vendor coordination, documentation, and compliance requirements.
  • Strong skills in MS Office, particularly Excel and Word, with the ability to maintain accurate procurement and logistics records and tracking tools.
  • Good organizational, communication, negotiation, and recordkeeping skills, with the ability to coordinate effectively with suppliers, field teams, and internal departments.
  • Ability to work under pressure, manage multiple tasks, and meet deadlines in a professional and organized manner.
  • Commitment to transparency, accountability, confidentiality, ethical conduct, and accuracy in all aspects of work.
  • Previous experience supporting donor-funded projects, procurement planning, logistics coordination, inventory management, or field operations is an advantage.
  • Proficient in English, Dari and Pashto languages.
