The Afghanistan Institute for Civil Society (AICS) is a nationally recognized organization committed to strengthening the role of non-governmental organizations (NGOs) in Afghanistan’s development. AICS initially focused on enhancing the institutional effectiveness of NGOs through a certification program based on locally defined and internationally recognized standards. It has also provided capacity-building support and promoted transparency and accountability among NGOs. Furthermore, AICS is actively engaged in capacity-building initiatives and research activities.

Over the time, AICS has expanded its scope to include direct implementation and support of education sector programs, particularly in Early Childhood Development (ECD), Community-Based Education (CBE), Community-Based School (CBS), and Accelerated Learning Programs (ALP). Additionally, AICS conducts capacity-building programs for NGOs and implements research projects in the education sector to support the development of evidence-based strategies, strengthen education systems, and contribute to more effective and informed decision-making by stakeholders at all levels.

Today, AICS continues to serve as a key platform for strengthening NGO capacity, supporting inclusive and quality education services, and generating knowledge to inform policies and practices across the development sector.

  • To support and implement effective education programs across ECD, CBE, CBS, and ALP, aimed at improving access to and the quality of learning for Afghan children and youth.
  • To generate practical, evidence-based research that contributes to improved education policies, planning, and service delivery in Afghanistan.
  • To build the institutional capacity of NGOs through tailored training, technical assistance, and performance-based support.
  • To promote transparency, accountability, and quality standards among NGOs operating in Afghanistan through the application of certification systems and good governance practices.
  • To facilitate coordination and constructive engagement between NGOs, government entities, and development partners for effective and aligned service delivery.
Job Descriptions:

The M&E Officer will play a critical role in the AICS educational program’s data management system implementation. The role will support the District Teacher Educators (DTEs) and the provincial team in collecting, analysis, and reporting high-quality data ensuring the project data management needs and reflection. He/she will keep & share proper record of the project data, utilize the M&E tools properly, implement the M&E system, frequently visit the education program implementation spots, and support the provincial teams for the sake of educational program better implementation. Also, he/she will support AICS M&E team in coordination and execution of assessments/evaluations or any other task assigned to him.

  • Support implementation of the educational projects’ studies, including baseline, midline, and endline and the program relevant assessments.
  • Facilitate and conduct training for district teacher educators, data collectors, and project staff on the use of the relevant M&E tools and means.  
  • Monitor and provide feedback on the quality and integrity of data collected to minimize data and information errors.
  • Manage datasets and validate them in the relevant data management platforms (e.g., Kobo Toolbox, Activityinfo, Excel or any other required data management system).
  • Perform proper, on-time, and effective coordination with the AICS M&E at HQ and provincial teams to support execution of monitoring and evaluation procedures properly.
  • Document and share best practices, challenges, and lessons learned, captured during the program implementation.
  • Develop and submit timely and accurate projects’ reports ensuring proper reflection of educational projects at various time intervals.
  • Implement Compliance and Feedback Mechanism (CFM) and timely update M&E trackers.
  • Regular follow up on M&E data gathering and placing measures at different periodic intervals to ensure data validity, completeness, consistency, timeliness, and accuracy.
  • Perform timely data consolidation and upload them to the relevant data management platforms accurately.  
  • Assist AICS M&E team in conducting M&E studies, data management system implementation, and reflection.
  • Ensure the education program success by tracking the projects’ progress, identify shortfalls, and guide the data collectors to adhere to the data management standards and ethics.
  • Visit & monitor the implementation points and provide meaningful feedback to ensure the program timely and quality implementation.
  • Ensure the program data and information confidentiality and protection by serving as the program information hub.
  • Assist the provincial team members in the educational program successful implementation.  
  • Perform timely and meaningful coordination and collaboration with the M&E and program teams.
  • Perform any other task assigned by the supervisor and/or the provincial lead.  
Job Requirements:
  • At least 3 - 5 years of relevant experience in Monitoring & Evaluation and data management.
  • Bachelor’s degree in computer science, statistics, economics, social science, or a related field.
  • Having experience of working with team members, teachers, children, and education systems will be advantage.
  • Strong communication and interpersonal skills.
  • Having ability to perform multiple tasks on priority base.
  • Proficiency in data management tools (Excel, Kobo, MIS, and other data management platforms).
  • Proficiency in using SPSS and other research analysis tools.
  • Excellent planning, execution, analytical and interpersonal skills.
  • The applicant should be resident of Baghlan province.
  • Should have full command of the English language along with local languages (Pashto and Dari).
  • Should have experience of community work.
  • Should have ability to work within a team in a harmonized approach.
  • Should have commitment to the organization's ethics, standards, and values
