Post Summary

 

The Office Site Manager is responsible for overseeing and managing all construction, administrative, and operational activities at the regional office for the scanner installation project at customs ports. The position ensures that infrastructure development and the administrative complex are implemented according to approved designs, quality standards, timelines, and budget. The Office Site Manager will supervise site activities, coordinate with contractors and stakeholders, monitor construction progress, and ensure effective reporting and compliance with technical and safety standards to support the successful completion of the project.

 

Tasks & Responsibilities:

 

  • Prepare and update site work plans and construction schedules in coordination with the project management team.
  • Monitor daily construction activities and ensure that project milestones are achieved according to the approved work schedule.
  • Ensure efficient utilization of labor, equipment, and construction resources at the project site.
  • Supervise and evaluate the performance of contractors and subcontractors working at the site.
  • Ensure that contractors comply with contract specifications, engineering standards, and project timelines.
  • Conduct regular site inspections to verify that all construction works meet technical specifications and quality standards.
  • Coordinate with the procurement department to ensure timely delivery of construction materials, tools, and equipment.
  • Verify the quantity and quality of construction materials delivered to the project site.
  • Maintain accurate records of materials received, stored, and utilized at the site.
  • Coordinate with government authorities, customs officials, and other relevant stakeholders regarding project implementation.
  • Facilitate and support site visits by senior management, government representatives, and project partners.
  • Maintain organized documentation of construction drawings, project instructions, inspection reports, and contractor communications.
  • Ensure that all project documentation and site records are properly maintained and archived.
  • Identify potential risks that may affect project progress and report them to project management with recommended mitigation measures.
  • Support the preparation of infrastructure required for scanner installation according to technical design specifications.
  • Coordinate with technical installation teams to ensure site readiness for scanner equipment installation.
  • Ensure that utilities, structural components, and required facilities are prepared for equipment installation and operation.
  • Monitor compliance with occupational health and safety standards at the construction site.
  • Ensure that workers use proper personal protective equipment (PPE) and follow safety procedures.
  • Conduct periodic safety briefings and ensure safe working conditions at the site.
  • Provide technical guidance and supervision to junior engineers and site staff.
  • Support capacity building and knowledge sharing among site personnel.
  • Assist in project inspections, audits, and quality assurance reviews conducted by management or external authorities.
  • Participate in project meetings and provide technical input on construction progress and operational challenges.
  • Support final inspection, testing, and commissioning activities before project handover.
  • Assist in preparing project completion reports and final documentation for the administrative complex and scanner infrastructure.
  • Perform any other duties assigned by project management or relevant authorities in support of project implementation.

 

Job Requirements:
  • Bachelor’s Degree in Civil Engineering from a recognized university. A Master’s Degree is preferred.
  • Minimum of 5 years of relevant experience in construction, infrastructure, or road projects, preferably in Afghanistan.
  • Proven experience in site supervision, contractor coordination, and construction quality control.
  • Strong knowledge of engineering standards, construction materials, and infrastructure development practices used in Afghanistan.
  • Proficiency in AutoCAD, ETABS, SAFE, and Microsoft Office (Word, Excel, PowerPoint).
  • Experience working with government authorities, customs offices, or public infrastructure projects is an advantage.
  • Excellent communication, coordination, and reporting skills.
  • Fluency in Dari and Pashto, with working knowledge of English.
  • Willingness and ability to work in regional sites and travel to customs ports across Afghanistan.
  • Strong organizational, problem-solving, leadership, and team management skills.
